Bill Gerth gets promotion, superintendent of ed. The Avon Maitland District School Board has announced the promotion of Bill Gerth from senior principal to superintendent of education effective Sept. 1. The superintendent position replaces the senior principal position. Gerth began his teaching career in St. Thomas in 1978 working as a teacher and later as the intermediate-senior curriculum co ordinator. He also held associate teacher status with the Faculty of Education, UWO, for six of those years. He moved to Huron County Board of Education in 1990, and since that time has worked in vice principal, night school principal, principal, and senior principal positions. As a principal, his leadership style reflected his view that schools should be positive, inviting communities that focus not only on the enhancement of skills, knowledge and attitudes, but on the development of well rounded citizens capable of meeting the future with confidence. At a system level, Gerth joined the senior staff of the Avon Maitland District School Board as senior principal with responsibility for school operations last September. He has been actively involved with School Council Forum, the Board Negotiation Team, Strategic Planning Committee, and the Secondary School Reform Steering Committee. Gerth became the inaugural president of the Avon Maitland Principal’s Council in 1998, directing the formation and initial growth of one of the first recognized districts of Ontario Principal’s Council. At a provincial level, he has served on a workgroup for the Minister’s Task Force on Recruitment, on the Ontario Principal’s Council, and on the Accreditation Committee of the College of Teachers. Gerth is looking forward with great enthusiasm to the challenging and exciting role of superintendent of education. AMDSB will not run deficit The Avon Maitland District School Board will not be following the lead of some other boards which are budgeting for a deficit. The board has seriously considered requests from boards and from other groups and individuals, and has weighed these against information coming from the Ontario Public School Boards Association and legal counsel. An attempt by a board to exceed provincial spending limits contravenes the education act, places that board in a position of possible insolvency which may cause harm to the education of students, and places trustees in a difficult legal position both as trustees and personally. It may result in an escalating process which includes in-year reductions to legislative grants, prohibition on the board’s ability to borrow, appointment of an investigator into the board’s financial affairs, prosecution of trustees with fines of up to $5,000 each, joint and several liability among Board members, disqualification of trustees for five years from elected office, and ultimately, provincial take-over of the operation of the board. The trustees believe that it would be an abrogation of their duty as trustees to follow a course which may ultimately result in the government taking over the operation of the board, and allow a government representative to make cuts and dispose of assets as deemed necessary. This, in effect, would remove the control of the operation of the school board and its schools from local democratically-elected body to a provincially-appointed government bureaucrat. The board is also not willing to provide the government with an excuse to remove trustees from a future role in overseeing local education. The board will continue its efforts, individually and in partnership with other local groups, to lobby government for changes to the funding formula so that students in rural Ontario are guaranteed a high quality of education within reasonable travelling distance of home.
