AMDSB fills vacancy

Former Avon Maitland District
School Board trustee Ray Ford will
step back into the fray, but maybe
only for a short time.
Ford, who served bpth the present
amalgamated board and its
predecessor in Perth County, lost his
position in the 2000 municipal
election by placing third behind Meg
Westley (currently Avon Maitland
chair) and Rod Brown.
Stratford is served by two
representatives.
But at the board’s regular meeting
Tuesday. June 24. Brown submitted
a letter of resignation, to take effect
Aug. 15. Brown had informed his
colleagues at the previous meeting
that he has sold his insurance and
financial services business and will
move with his family away from the
district.
Board policy dictates that, in the
event of a trustee resignation this
late in the term (trustee elections will
be held in conjunction with the
November, 2003 municipal votes),
the board may replace the trustee
Truck
stolen
On June 23 at 1 p.m. OPP received
a call from the Belgrave Huron Bay
Co-op over the theft of a vehicle
from the yard. The theft occurred
sometime during the night. A 1993
white Chevrolet one-ton pickup
truck with aluminum box covered in
a red tarp was stolen. The truck is
still outstanding and has Ontario
plates 510-5KC.
If you can help solve the theft of
the truck or any other cases of
vehicle thefts that have occurred in
the last month call the Huron OPP or
Crime Stoppers.

asked, “Does the report get into how
well departments are run?”
Thomas suggested that type of
examination might be a problem
because the answer could depend on
the point of view of the person
asking the question and on whether
the department in question had been
given the correct structure in the first
place.
He went on to comment
emphatically on the importance of
assuring everyone, “...this is not a
witch hunt but a look at the overall
health of the organization.”
MacLellan went on to inquire
about job descriptions saying,
“Because the transition board was
putting five municipalities into one
they ended up with new
positions.” He suggested Thomas
might examine the relationship
between the new jobs and the old
ones.
MacLellan’s questions may have
related to the fact that two “new”
jobs have been have been the subject
of discussion at council recently.
The decision to cancel the recreation
co-ordinator’s position and the
creation of the position of fire
chief/emergency measures co
ordinator were not made with the
overwhelming support of all
members of council.
The provincial government
mandated the emergency measures
position but it has been suggested by
some ratepayers that the action with
regard to the recreation co-ordinator
with an unsuccessful candidate from
the previous election.
Also at the June 24 meeting,
director of education Lome Rachlis
informed trustees that Ford had
accepted the appointment. Ford was
not at the meeting.
At the conclusion of the meeting,
Westley included Brown in a string
of three tributes to outgoing board
officials.

disagreed with trustee Brown, but

TAKE NOTICE that the Township of Ashfield-Colborne-
Wawanosh will hold a statutory public meeting under the
provisions of Section 17 (15) of the Planning Act to receive input
on the proposed Official Plan.
The public meeting will be held:

Staff will make the same presentation at 10 am and 1 pm and the
remainder of the time will be an open house format for individual
discussions with staff and council.
PURPOSE AND EFFECT:
The Official Plan applies to all lands within Ashfield-Colborne-
Wawanosh, and is a statement of where and how development
should take place within the municipality. The Plan includes the
vision, goals and policy directions for the Township, as
established by the community, and also text and maps that show
how lands are designated.
COPIES OF PLAN:
Every property owner in the Township has been mailed a copy of
the Official Plan. Copies of the proposed Ashfield-Colborne-
Wawanosh Official Plan are also available for review at:

pre-determines any proposed
reorganization.
The decision to dispense with a
recreation co-ordinator has proved
to be highly controversial among
recreation volunteers. An unsigned
letter was distributed at the Seaforth
arena to parents signing their
children into recreation programs. It
listed several areas of concern and
reminded councillors that the
“recreation voters” would be active
during the next election.

his opinion has always been valued,”
the board chair said. She labelled
him an “articulate, passionate and
intelligent trustee,” and gave him
particular praise for his “business
sense.”
Also on Westley’s list of tributes
were Rachlis, who has taken a job
heading the Ottawa-Carleton District
School Board, and education
superintendent Bill Gerth, who was
chosen for a similar position at the
Waterloo District School Board.
Council has also been in receipt of
at least a lengthy letter from an Ethel
ratepayer detailing the achievements
of the recreation co-ordinator and
suggesting the loss of the position
would be a “tragic setback for the
children, families and communities
of the municipality.”
Thomas will return to council at
its July 8 meeting with a proposed
terms of reference and a final
decision will be made at that
time.

ONTARIO MUNICIPAL BOARD POWERS:
If a person or public body that files a Notice of Appeal of a
decision of the Township of Ashfield-Colborne-Wawanosn in
respect of the proposed Official Plan, and does not make oral
submissions at a public meeting or make written submissions to
the Township of Ashfield-Colborne-Wawanosh before the
proposed Official Plan is adopted, the Ontario Municipal Board
may dismiss all or part of the appeal.
