Any person or group may set up a bake stall. 15-tfn Damage done to home Huron OPP were called to a residence on Morris Street in Morris-Tumberry on April 11 at approximately 9:15 p.m. over a smashed window. The incident had occurred approximately one hour before police were called. The victim told police he was sitting inside his house when a light green Cavalier first went past the house, cutting across part of his lawn. A few minutes later the vehicle returned and stopped in front of his house. One of three youths, believed to be in his late teens stood up through the vehicle’s sunroof and pointed a long silver cylinder with an attached black pipe and fired a projectile at the house breaking the front window. They then drove away at a high rate of speed. The vehicle has not been located nor have the occupants. Any person who has information that can assist the investigating officers is asked to call the local OPp or Crime Stoppers at 1-800- 222-8477(TIPS). There are many concerns these days about the digital divide which separates those who can make full use of modern information and communication technologies, and those who cannot. As part of a large rural area with a small population, many of us are on the wrong side of that divide, but that situation is about to change. Many businesses and residents in Huron and Perth Counties are unable to get affordable access to the Internet. Many more are unable to access high speed internet service which is important for managing business transactions, video­ conferencing, sending and receiving large amounts of data and complex images. People generally in low population rural areas such as this are denied access to the services which abound in large urban communities. A lack of speedy internet access and usage can be a severe disadvantage in attracting and growing new and existing businesses. It can also make it difficult for residents and community organizations to access the information they need. A group called Huron Perth Connects (HPC) has been formed to enable the Huron and Perth area to take full advantage of modern technology for business and economic development, for community enhancement, for helping public and private sector organizations to improve their service delivery without increasing costs. HPC is developing a plan to extend high speed Internet access to all areas now lacking this level of service. It is also working on a plan to enable municipalities to deliver many of their services over the Internet, to facilitate distant education and training, to increase electronic commerce, to expand the means of marketing of this area to tourists, and to develop the economy generally. Huron Perth Connects (HPC) is a consortium with representation from the County of Perth, the County of Huron, Huron Business Development Corporation, Perth Community Futures Development Corporation, City of Stratford, and Town of St. Marys. Both the provincial and federal governments have launched funding programs to assist rural communities to acquire these new capabilities. The Broadband for Rural and Northern Development (BRAND) is a program of the federal Industry Canada, designed to cover the entire country with high speed access to the Internet. The Ontario Ministry for Enterprise, Opportunity and Innovation offers the Connect Ontario program which is designed to enable rural communities to develop the programs, functions, content, and services which will be delivered through regular and high speed Internet. The main components of the Connect Ontario program are e- government (electronic government), e-learning, e- business, e-health, economic development, tourism development, community development. This ministry is also offering funding for high speed infrastructure through what is called the COBRA program (Connect Ontario Broadband Regional Access). HPC has been approved for funding towards developing business plans for these programs, and the required local matching funds have also been committed. If and when the business plans become approved, there will be very significant funding available to implement the plans. There remains a great deal of work to do before these plans are implemented, but the Huron Perth Connects Team is excited by the progress being made in the current planning phase. Huron Perth Connects needs to identify the specific needs of businesses, community organizations, and residents. They will be conducting a number of surveys all across Huron and Perth to find out where the service gaps exist and what applications people have for the new services. They are actively looking for business, municipal, and community organization partners who recognize the benefits that can accrue to them and their community from participating in these programs. Community information meetings are being planned, and requests for speakers to bring the message to business organizations, service clubs and other groups will be welcomed. A survey questionnaire is going out to all households in Huron and Perth this week asking about your needs and interests related to high speed access. There will be a draw for a new laptop computer from among those who respond on time to the survey. Community information meetings are planned for May 6 and 7. The time and locations are as follows: Clinton, May 6, 4 to 6 p.m. at the OMAF building; Stratford, May 7,4 to 6 p.m., Kiwanis Community Centre; and Listowel, May 7, 7:30 to 9:30 p.m., Agricultural Building. The draw for the laptop computer will take place at the Listowel meeting. Officers attended the dealership on Brussels Line at the edge of Walton. Someone in a pickup truck had entered the north section of the lot and stole a $15,000 piece of machinery. Stolen was a 2002 New Holland model 185 tandem-axle manure spreader. The pickup was seen heading south into Walton. Anyone who can help the officers is asked to call the Huron OPP or Crime Stoppers at 1-800-222- 8477(TIPS).
