North Huron council hears final pleas on smoking bylaw Lessons on-line CAP assistant, Dianne Wain instructs Heather Hill, left and Brittany Thyssen, at the Cyber Camp held in the Brussels Public Library on Wednesday. (Bonnie Gropp photo) By Bonnie Gropp Citizen editor Two individuals were present at the North Huron council meeting Monday night to plead once more for exemptions in the proposed county smoking bylaw. Council had invited businesses, organizations and individuals to make a five-minute presentation one last time before the revised draft bylaw was set to be voted on by committee yesterday (Tuesday, March 18). Al Harrison, representing the Branch 180 of the Royal Canadian Legion in Wingham spoke out against a 100 per cent ban despite being a non-smoker. Saying he had just come from the Legion where nine of the 14 there were smoking, Harrison said he felt the process used in developing the bylaw had been flawed and that it wasn’t truly representative of the feelings of the people in Huron County. The Legions have requested they be exempt and permitted to have designated smoking areas. “These veterans fought for rights and freedoms and I think if this had been 20 years ago, this gallery would have been full. But they’re getting older,” said Harrison. Noting that the draft bylaw now exempted nursing homes, Harrison added that it didn’t seem right that Legion members who reside in nursing homes would rent the Legion for a party and couldn’t smoke there. “It should be total exemption or not at all.” Harrison also said he believed a ban would hurt the organization financially. Reeve Doug Layton said a letter had been received from Lambton Legion commenting on how “great it is to go smoke-free.” “I guess time will tell,” said Harrison. Sue Bursey, owner of the Northern Lights bar in Wingham delivered another impassioned plea for exemption describing her type of business as different. “We depend on the long-term customer. There’s nothing I can say that I haven’t said before but it’s disheartening to put your life savings into a business and have it taken away by the stroke of a pen.” She warned council that should the bylaw pass as it is now, two businesses on Wingham’s main street would close. Council also received a letter from a resident giving 100 per cent support to the bylaw. Diane Erb stated that her “rights are being violated as a non- smoker.” County revises smoking bylaw OPP seize drugs worth $23,300 The advocates for exemptions to the proposed Huron County smoking bylaw have won a small victory. Though still in #draft form, the county health and planning committee agreed last week to exclude long-term care facilities, hospital psychiatric units and hotel/motel rooms from the bylaw which would see smoking banned in all other public spaces. The next step was March 18 when the amendments went before the committee of the whole. If accepted, it would proceed to county council meeting for discussion and possible approval. Councillor for Goderich Deb Shewfelt said the exact wording would be left to the health manager and lawyer to “clean up”. Committee members had considerable debate about the long term care facilities, citing compassion for the residents as a reason to allow retirement and nursing homes to designate a smoking room. However, health manager Craig Metzger pointed out that in spite of this being the residents’ home, it was not a normal situation as workers must still be exposed to second-hand smoke. Approval of this exemption passed in one motion. In the case of hotel and motel rooms, Huron County agreed with Bruce and Grey Counties as well as London in designating them private residences. However, common areas must be smoke-free. A possible exemption for bars and restaurants drew a heated debate with one bar owner in attendance. An exemption for Legions was denied. Huron OPP executed a drug warrant at a residence on London Road in Tuckersmith Twp. part of Huron East on March 16. Officers attended the residence that morning to find 50 marijuana plants over a foot high growing inside the home. Another 520 plants less than six inches in height were also found growing inside the home. Further searching inside the home turned up 4,138 grams of processed marijuana, growing equipment and other drug paraphernalia. The value of the seized drugs is estimated at approximately $23,300. Two people have been arrested and were charged with production of a controlled substance, possession for the purpose of trafficking and possession of a controlled substance. The 34-year-old man and 28-year-old woman of Huron East will attend court in Exeter on May 29. Thief attempts to take ATV On March 11 at 10:15 a.m. OPP were called to a residence on Jamestown Road in Grey Twp. part of Huron East over a break-in. Sometime after noon on March 10 and before 10 a.m. on March 11 a person forced open a door to a shed. A 2001 Bombardier Traxter XL ATV was removed from the building. The ATV was found outside the building a short distance away with the ignition switch damaged by the thief. Footprints in the snow alerted the owner the something had happened on the property in the last day causing him to check the rest of the property. Anyone who can help in solving this case is asked to call the local OPP or Crime Stoppers. inaka)t SPRING into Good Health with SAVINGS on Herbal Products and Vitamins! ~ JOINland Arthritis Pain?
