This plan should include iden- tification of the current situation, assess the needs, identify service options, identify a management system appropriate to the need and level of service and outline the fiscal implications of the plan. The proponent of the report must have expertise in Ontario Works legis- lation, procedures, policy and delivery with a proven record of complet- ing needs assessments, options and policy recommendatiOns.
