Prior to Library discuss Representatives from the county library board attended the Sept. 16 meeting-of North Huron council to request support. County Librarian Beth Ross spoke on the many changes ahead for libraries with regards to upgrades for the level one and two branches. "We are here to ask council to consider sharing our uision to start implementing a process 'with you as our partners in library service." While books and services are sup- plied by the library, the buildings are owned by the municipalities. Reeve Doug Layton question how long before the upgrades would have to be completed. Ross suggest- ed in it would hopefully be worked out over a few years. After gathering information from the municipality's solicitor, Ashfield-Colborne-Wawanosh council decided at the Sept. 3 meet- ing, that a policy should be set regarding the use of culverts for the transportation of liquid manure irri- gation hoses. It was suggested farmers using road drainage culverts should sign an agreement indemnifying the municipality from liability should there be an incident. Proof of liabili- ty should also be provided. . Council directed staff to develop a policy stating that dry culverts only must be used for the transportation of irrigation hoses rather than exist- ing drainage culverts due to liability purposes. Dry culverts must be installed at the farmer's expense. Residents will be notified of this policy. This move came after requests from Acre T Farms and Wim Nyland, both asking for a dry culvert to be installed under a road for the purpose of transporting an irrigation hose. The Acre T culvert will 'run under Glens Hill Rd. and the Nyland culvert will go under Tower Line Rd. Approval was given for the adop- tion of the agreements and bylaws passed. In response to a request from the Town of Goderich for assistance in finding a location for an early years satellite program, council discussed several options. While the Wawanosh shed and St. Helens Hall had been suggested, neither are wheelchair accessible. Cord Grant spoke to council on behalf of the residents of Menesetung Park, requesting the stop sign at the intersection of Lake Avenue and Airport Road be changed to a yield sign. Council agreed to consider the matter, but deterred any decision. South Amberley Beach residents were advised to install shut-off valves at their cottages so township workers would not have 'to do the task each fall and reopen them in the spring. The municipality's water lines will be open all year as there are full-time residents in the area. There will be shut-off valves at the road that will be accessible only to township employees.
