Even though their non-
computerized, human-generated
system of sharing transportation
routes brought them within about
nine bus routes of a costly computer-
generated "optimal" system, the
publicly-funded school boards in
I turon and Perth Counties have
resigned to the fact that they'll be
forced by the provincial government
to use some sort of computerized
system.
But they still want to minimize the
amount of time and money they'll be
required to spend on such a system.
"The human resources factor to
operate and maintain the new
transportation software at both our
board and the Avon Maitland
District School Board is far greater
than that which is now employed at
both boards," states a report
prepared by Huron-Perth Catholic
District School Board Management
Superintendent Gerry Thuss. The
report was delivered at a regular
board meeting Monday, Aug. 26.
Within the past year, a Waterloo-.
based computer consulting firm
analyzed the "coterminous" boards'
transportation sharing system using
the same criteria it uses in creating
government-approved computer-
generated systems for other boards.
"The conclusion reached by
GEOREF is that current routing
solutions employed by the (two
boards are) reasonably close to the
optimal in a real-world
environment," the Huron-Perth
board's report states.
Thuss says he welcomes the
information provided by GEOREF,
adding it provides proof the boards'
existing system is efficient. And he
suggests further such involvement
by the consulting firm could be
valuable. ..
But he is also hopeful that the
boards will be able to use this year's
GEOREF information to convince
the government to treat them as if
they have already implemented a
more integrated computerized
system.
This would make the boards
eligible for so-called "Phase II"
funding under an expected
readjustment • of the education
ministry's transportation funding
formula.
"When you get a result that says
you're operating a system that's
better than some of the ones that
have been developed through the
computerized models, you have to
hope that the government sees some
value in that," Thuss commented.
If not, and if the government
requires that the board implements a
fully-integrated computerized
routing system, the Huron-Perth
board may be forced to hire as many
as two more staff members
dedicated solely to that system. At
present, only one staff member is
required.
"The amount of time required to
maintain this transportation system
is phenomenal," Thuss explained,
adding it will only increase if the
computerized system is
implemented. "The cost of and the
grief of moving to that computerized
model would far outweigh the
savings that we might achieve."
