Call 887-9735. 19-eow By Mark Nonkes Wingham Advance-Times Wingham landlord Wayne Wai made a presentation to council regarding water rates that he has to pay for his tenants. In his four-unit building, Wai has to pay the base water rate even if the apartment is empty because there is only one water meter for the building. Also when a tenant goes over the base rate limit, and the tenants do not pay the extra fee. "I think it's not fair for me to pay the tenant's water," Wai said. The water can be shut off to the entire building but since there is more than one unit, it is not possible to turn off the water when just one unit is empty. The problem is a result of a policy put in place by the WinghamPUC to charge each tenant the base rate and any additional charge would be levied against the landlord. This policy has been continued by North Huron. "It's not really fair but we haven't come up with another system," Clerk-Administrator John Stewart admitted. "I appreciate your problem but it's a tough one." Reeve Doug Layton said. *** - Joe Hallahan of the Huron Pioneer Thresher and Hobby Association came before council to ask for a recycling solution during the reunion weekend in September. Council agreed to place 20 blue boxes around the Blyth fairgrounds during the annual reunion. *** The possible closure of John Street met some opposition from neighbours. There are two residents with neighbouring properties who have objected to the closure. Council deferred looking at the possible closure until Clerk John Stewart attends the AMO conference at the end of the month. Council took $20,000 out of the sewage reserves to purchase and install a flow meter for the Wingham sewage treatment plant. *** Bylaws for repair on four East Wawanosh drain - Whitfield Municipal Drain, Jackson Drainage Works, Cook Municipal Drain and Plaetzer Municipal Drain were approved by council. *** A bylaw regulating the burning of leaves and rubbish was passed despite some questions about what exactly was rubbish. Councillor Arnold Taylor asked for rubbish to be defined in the bylaw.
