Minor variance sparks discussion
There was a lengthy discusion at
the public works meeting for Morris-
Turnberry Council, Aug. 13, when
Joe Terpstra requested a temporary
minor variance.
Terpstra, along with Matt
Robillard, representing Acre T
Farms, attended the meeting seeking
a temporary variance for the setback
from the Ellis and Sellers Municipal
Drain at the South Part of Lot 20,
Conc. 3, Morris Ward.
After Terpstra stated he would
sign an agreement for the use of the
existing barn, the meeting was open
Acre T Farms Ltd., a farming
organization primarily involved in
the production of market hogs and
crops, announced Aug. 15 that it has
achieved ISO 14001: 1996
registration from BSI, Management
Systems, Inc., an environmental
management system registrar.
The ISO 14001: 1996 standard is
an internationally recognized
environmental management system
developed by the International
Organization for Standardization
based in Geneva, Switzerland. To
achieve certification to this
standard, companies are required to
implement an environmental
management system (EMS) that
encompasses all of the
organization's activities.
ISO 14001: 1996 registration
informs the public through an
independent third party that Acre T
Farms has implemented an EMS
that is in accordance with the
standard.
ISO 14001: 1996 registration
to comments from ratepayers.
In response to suggestions that the
building would be too close to the
main course of two drains and that
the suggested distance would not be
50 feet, Chief Building Official
Albert Nauss stated Acre T would
have a surveyor verify the distance
on a certificate.
He said the stakes are currently
150 feet from the creek and that is
why Acre T proposes to move the
drain.
Landowners Bruce Hamilton and
Alan Walker both suggested it would
requires a considerable commitment
from all levels of an organization to
meet the scrutiny of the third party
registrar. "Acre T Farms is proud to
be among the first farm-based
organizations in the world to
achieve ISO 14001 registration and
it took considerable effort from all
levels of the company. This could
not have been accomplished without
everyone's co-operation" stated
Robert Adam, ISO 14001 co-
ordinator with Acre T Farms.
"There was great effort involved
in achieving this considering the
number of aspects that had to be
taken into account including
administrative work, field work,
barn operations and transpor-
tation."
Acre T Farms began planning the
registration process almost a year
ago and selected KPMG Quality
Registrars Inc. as their ISO 14001
registrar. In March 2002 the
Canadian and American registration
business of KPMG was acquired by
be better and cheaper to move the
barn to another location, away from
the creek which Hamilton said has
trout.
Terpstra agreed it would be
cheaper, but the people working at
the location prefer the proposed site
as driving to a location on the
sideroad would be inconvenient.
Acre T will re-route the drain at
their expense, with the Maitland
Valley Conservation Authority and
Department of Fisheries overseeing
the project, said Terpstra.
Robillard added that the work
BSI Management Systems,
headquartered in Reston, Virginia.
As well as being the largest
standards body in the world, BSI is
now the number one registrar in
North America. BSI performed
detailed on-site assessments and
audited the procedures and
operations of Acre T Farms. BSI
will conduct periodic surveillance
audits of Acre T Farms' operations
in the future to ensure continued
observance of the ISO 14001: 1996
standard.
As part of the registration process,
in March 2002 an environmental
compliance audit was performed by
Dillon Consulting of London,
Ontario to review Acre T Farms'
observance of all federal, provincial
and municipal environmental
legislation. Periodic audits are
scheduled to ensure that compliance
is maintained.
"Acre T Farms sought ISO 14001
certification to improve public
perception of hog farming
would be done as soon as approval is
received from those two agencies.
With ratepayers still skeptical
about the setback, Walker suggested
there be no building permit until the
survey is completed.
Terpstra said there would be no
permit without approvals.
Reeve Keith Johnston asked about
the correct time to move a ditch and
Terpstra said there would be
consultation with the MCVA and
Dept. of Fisheries. If the process
takes too long, other options will be
considered.
operations and to optimize the
marketing opportunities for our
product" stated Joe Terpstra,
president of Acre T Farms.
"This accomplishment reinforces
our position as leaders in the hog
industry and provides a positive
environmental achievement both for
our organization and the entire
industry at a time when much of the
publicity seems to be neg-
ative."
"This is a major milestone for
Acre T Farms," stated Ronald D.
Mathis, senior VP, marketing and
sales, BSI Management Systems.
"The ISO 14001 certification
confirms Acre T Farms'
commitment to combining excellent
business practices with
environmental leadership. It
endorses a commitment from the
company to continually improve the
way it manages environmental
issues, and its commitment to
systematic and sustainable.
improvement."
Robillard assured those in
attendance that the nutrient
management plan was in place to
protect wells and ditches and that the
land would be worked before and
after application of nutrients' s there
was concern about contamination
potential.
Walker continued to push to
maintain the buffer zone as Terpstra
explained improved tank standards,
coverings for tanks and stone
surrounds.
Terpstra also told coupcil that
fencing had been repaired at the
existing barn.
Councillor Neil Warwick asked if
Terpstra would move the barn if the
Dept. of Fisheries denies the
application. Terpstra said he would.
Council agreed to discuss the
matter and contact Acre T regarding
the decision.
In another matter, council will
permit Rintoul Pools and Spas to
have an unlimited number of pools
in one fenced area under one
building permit.
An application for maintenance to
the Grasby Drain Branch B was
accepted as was a drain request for
the Rintoul Drain.
A catchbasin will be placed on the
south side of the road for the
Shortreed Drain. If this is not
satisfactory, a municipal drain will
be needed.
Mac Anderson will be hired to
repair broken tombstones at McCrea
and Bluevale cemeteries.
