Trustees look at ways to avoid province's demand By Stew Slater Special to The Citizen The Huron-Perth Catholic District School Board is looking at a couple of different avenues for avoiding the provincial government's recently- announced demand that each school board in Ontario submit so-called "Teacher Performance Appraisal" policies by this coming September. At a regular board meeting Monday, June 17, Stratford representative Ron Marcy received unanimous trustee approval for a resolution calling on the government to move the deadline back by one year. Copies of the resolution will now be sent to Premier Ernie Eves, Education Minister Elizabeth Witmer, the provincial association of Catholic school boards, and all other school boards in the province. Reference to the Teacher Performance Appraisal policies was first made in a government- sponsored bill which received legislative approval in late October, 2001. But that bill took in various other issues, and specific guidelines covering specific topics have been trickling out ever since. According to Director of Education Gaetan Blanchette, Huron-Perth administration first learned about the government's specific performance appraisal guidelines in early June. And though Blanchette commented that the board already has performance appraisal policies for all employee groups, he said the specific requirements of the newly- announced guidelines mean all principals in the system will have to receive training, and then assess all teachers at their school. "I'll tell you right now that (achieving this by this coming September) is an impossibility," Blanchette told trustees. Marcy's resolution highlights several requirements of last October's bill, called "Bill 110: An Act to Promote Quality in the Classroom," and suggests the demand for such quick turn-around makes meeting those requirements impossible. He pointed specifically to the requirement that "every board shall make information about the performance appraisal system . . . available to teachers employed by the board; pupils . . . and their parents." and noted that the Huron- Perth , board is committed to consulting with its stakeholders on such matters. "This can't be done by September," he said. Blanchette agreed. "If you're going to consult, you take the time to consult." Board chair Mike Miller expressed hope that sending Marcy's approved resolution to other-school boards will inspire them to lodge similar complaints With the - education ministry. Blanchette, meanwhile, offered hope Huron-Perth's own deadline could be moved back based on a technicality of last October's legislation. He explained that Bill 110 included an exemption for school boards which had already approved collective agreements with their teachers prior to the bill's passage, since instituting a new appraisal system might require a reopening of such deals. At the time, both of Huron-Perth's teacher unions had ratified new three-year deals, but the board had not yet gathered for its regular monthly meeting (which normally occurs on the fourth Monday of the month), so the agreements hadn't been officially approved by the board.
