North Perth trustee Don Brillinger
argued the creation of the document
would "overburden an admini-
stration which the province has
already recognized as being short-
staffed." And the South Huron
representative had similar concerns
about asking school council
representatives to volunteer more
time.
Business Superintendent Janet
Baird-Jackson explained staff would
work to complete the document if
asked to by trustees. But she warned
the questionnaire process might
instill "unrealistic expectations for
parents that (the board) will never be
able to fulfill." Wagler echoed that
concern.
Westley accepted these concerns,
but argued the board could address
them by carefully planning the
process. She said the time is right to
use such measures to pressure the
government.
"I think the more boards that
(submit needs-based budgets), the
more power we're going to have. If
every hoard in the provin:e came
forward, we might be able to say we
are several million dollars short and
the government may be forced to
listen," Westley said.
Director of Education Lorne
Rachlis offered no ady.ipce on the
issue, except to note that the real
goal of a needs-based budget is to
pressure the government.
"This is political and it's really up
to you — the politicians — to decide
whether or not you decide you
want to pursue this," Rachlis told
trustees.
Later in the meeting, during Baird-
Jackson's explanation of this year's
financial statements to-date, there
were hints of a comminiSe of
sorts.
Baird-Jackson reported that
various administrative "teams" have
been working on next year's
budgetary needs, and Bix;wn
wondered it those groups could
develop a sort of needs-based budget
as part of their consultations. The
business superintendent agreed that
was possible.
Interviewed following the
meeting, Westley acknowledged that
compromise may be acceptable. She
noted such a document may lie
somewhere between what she hoped
for, and what was released by the
hoard last year following a last-
minute request by Westley for
&lesion of needs-based figures.
