A recommendation from commit- tee of the whole stated that the Wingham Boy Scouts would be advised that they must immediately find an alternate location to hold their meetings. Currently the group meets at the Scout House, a property donated to the former municipality of Wingham for the Scouts' usage. However, a study of the building has determined that it must be brought up to code, a reality that financially the municipality does not want to face. The recommendation also states that council should commence pro- ceedings for the disposal of the house. If it was to be sold, the build- ing would have to be removed from the property, which is owned by the municipality. Councillor Arnold Taylor won- dered if a lease agreement, with the organization looking after all upkeep for the facility, would be considered disposal. Councillor Archie MacGowan expressed some frustration over the recommendation as he and Dan Cousins, the director of facilities and recreation had met with the group and come up with what they believed would be a solution. The group was willing to look for financial support from businesses, service groups and parents and believed they could raise enough funds to bring the house to building code standards.
