Central Huron council briefs
Residents express concerns over beach access and park

access at the end of Lane of Pines.
They expressed some concerns
over outstanding issues with the
trailer park. They felt that many of
the conditions imposed by the OMB
decision nine years ago which dou-
bled the capacity of the park to 94
sites had not been met.They -particu-
lady noted that trailers appear to be
encroaching on the buffer zone to the
west.
Huron county planner, Brian
Treble, stated that, the owner of the
park had been sent a letter on Aug 3.
This letter identified the items that
do not comply with the OMB deci-
sion. Howard has also been informed
on numerous occassions that if he
wishes to expand he will require an
official plan ammendment and zon-
ing ammendment.
The council agreed to refer the
Lighthouse Cove development
agreement to a sub-committee for
review and recommendations. The
Lane of Pines beach access will be
investigated and brought back to the
next council meeting.

An ad has been placed in the paper
for the disposition of the former
Hullet office. * * *
Reeve Mitchell advised council
that the municipality had received
$116,000 as its share of the Lottery
Corporation slot machine revenue.
This brings to over $200,000 the
amount received this year.

The July 16 meeting of Central
Huron Council found that even
members of the government caucus
are confused about the provincial
government's current policy on wells
and water.
The council believes MPP Helen
Johns' office has been giving
ratepayers incorrect informateon and
advising-them that the municipalities
are responsible for water issues.
Many residents are receiving notices
that they are to be cut off from their
water supply from private wells.
Several suggestions were made as
to how to help ratepayers get proper
information because there were com-
plaints that although there were a lot
of questions the ministry was not
providing the answers. Currently the
ministry has not set out regulations
with regard to communal wells serv-
ing five or fewer residences.
Council did not feel there was suf-
ficient information for a public meet-
ing and referred the matter to the
environment committee for a recom-
mendation.
The environment committee's
meetings with school representatives
over the smoking issue were the sub-
ject of a verbal report from Reeve
Carol Mitchell.
The schools will maintain their no
smoking policy and as the current
leases held by the municipality are
no longer valid students will be back
on the street smoking. It was sug-
gested that the road allowance, adja-
cent to the Clinton Public School
playgiound near St. Anne's, was a
possibility.
Council directed the environment
committee to develop an agreement
with both boards of education to pro-
vide an area for controlled access for
smoking.

A special council meeting was
held July 19 to consider the new
manure storage and management
bylaw. After a short discussion about
the percentage of land ownership
required and pollution liability the
bylaw was passed.

The Blyth District Area Fire Board
proposed 2001 budget of $84,711
was approved.

The Clinton arena roof is to be re-
shingled at a cost of $34,026.

After a short discussion it was
decided not to charge the fair board
or PluckinFest for the use of com-
munity facilities for this year only.
