Ten-year-old David is an
affectionate and playful boy
with a mischievous twinkle in
his eye. He has curly brown
hair and brown eyes, and is of
Ukrainian, Portuguese and
Native American heritage.
David has a kind heart and a
helpful nature. He is athletic
and energetic, and loves sports
and playing outdoors. David is
also very musical and is
learning to play the guitar.
David has a genetic skin Da
disorder called Ichthyosis that requires daily
attention through baths and creams. David
enjoys school. He has difficulty reading and
needs help with this at home. He attends a
special education class in Grade 4.
Da'id would do well in a loving, active
home where there are older children. He needs
a family that is comfortable with his skin
condition and will provide the physical care
that he requires on a daily basis. His new
family should also be open to some ongoing
contact with his siblings and be patient as he
builds up trust in a new home.

Steckle makes easy decision

Steckle said voting in favour
of an independent ethics
commissioner last Tuesday
was the easiest decision he
has ever made to vote against
the party line.
"It was the easiest issue (on
which) I've ever opposed my
government," said the Huron-
Bruce MP, who has broken
ranks with his Liberal
colleagues on previous issues
such as the federal gun
registry.
The opposition motion on
Feb. 13 said the ethics
commissioner should report
directly to Parliament, not to
the prime Minister.
Steckle says he didn't
oppose Liberal party policy
when he voted for the motion
because it was pulled directly
from the Liberal party's 1993
election platform, the famous
'Red Book.'
There will be no party
repercussions for his actions,
said Steckle.
"How can you bring to
account, in a negative way,
someone who has supported
party policy?", asked Steckle.
"I'm the one who supported
the policy, my colleagues
didn't."
The same day the vote was
announced, Steckle was
named to two standing
committees he had requested,
Agriculture and Agri-Food
and also Fisheries and
Oceans.
The opposition motion, to
make the ethics
commissioner independent,
may have been politically
motivated.
"I think in all fairness it
was a mischievous motion,"
said Steckle. He said the
Alliance hadn't made this an
issue before and used the
motion as a way to embarrass
the prime minister.
"In seven years we've
never heard from the Alliance
on this policy," he said.
Still, said Steckle, whatever
the motives behind the
motion, he was in favour of
it.
Steckle, and Oshawa's Ivan
Grose, were the only Liberal
MPs to vote for the
opposition motion. There
were four others who
abstained and more than 20
Liberal -MPs were not in the
House of Commons for the
vote.
Steckle was so busy
answering media interview
requests on Wednesday, he
did not attend the party's
weekly caucus meeting.
It was one of only two or
three caucus meetings he
has missed, according to the
MR
Steckle voted in favour of
independence for the ethics
commissioner but he also
said it was the Liberal
government which brought in
an ethics commissioner in the
first place.
He said Liberal members
were encouraged to vote with
the party on last week's
motion but he said there was
no heavy-handed arm-
twisting.
Close to 40 telephone calls
from across Canada had
come into the Steckle's office
by Thursday morning.
All of the calls were in
favour of Steckle's decision
to break ranks with his
Liberal Party colleagues in
the House of Parliament and
vote for an opposition motion
in favour of an independent
ethics commissioner.
Steckle's executive
assistant, Bob Swartman, was
asked what breakdown there
was of calls in favour, or
against, the MP's position.
"There's no breakdown,"
he said. "Everybody supports
Paul's position (so far)."
The opposition Canadian
Alliance put forward a
motion that was taken
practically word-for-word
from the Liberal Paity's 1993
`Red Book' or campaign
promises.
The federal Liberal
government voted against a
policy it had written.
"Quite frankly, people are
having difficulty
understanding why the
government doesn't support
(the motion)," said
Swartman.
Steckle was interviewed on
live nati,onal television on
Tuesday night after the vote.
Steckle was asked by well-
known TV broadcaster Mike
Duffy whether he would face
party punishment for his
actions.
The Huron-Bruce MP, who
has voted against the
government • with some
frequency, said he shouldn't
be punished for supporting a
policy the party campaigned
on in 1993.
Many of the callers to the
Goderich office of the MP
supported Steckle's standing
up on conviction, despite the
potential_ repercussions. -
"They support his courage
for standing up on this
particular issue, even long-
time Liberals are supporting
it," Swarttnan said.
The auditor-general reports
independently to Parliament,
so why shouldn't the ethics
commissioner, Swartman
asked.
The Huron-Bruce MP has
voted against party lines
seve-ral times. He says
parliamentiarians are moving
slowly towards more
independence in how they
vote.
"We've moved some
considerable distance in
parliamentary reform," he
said.
More government members
of parliament have opposed
the governing party on issues
than they did seven years
ago, said Steckle. He said the
number of Liberal MPs who
have voted against the party
line has risen from about four
to forty in that time.
Steckle didn't seem too
flustered by all the fuss
around his vote.
"This will all pass," he
said. "I can look back some
day when I'm in my recliner,
and life gets a little less
hectic, and we'll smile about
these things," he said.
