PAGE 7, HE council wants more info on minor variance By Janice Becker Citizen staff After considerable discus- sion by Huron East council- lors regarding a minor vari- ance in Grey ward, at the Feb. 20 meeting, the application was tabled pending further information. Herman Terpstra had requested a minor variance to allow the construction of a truck wash on his property at Lot 23, Conc. 9, Grey ward. Following consultation with the previous building official, the application asked that a variance allow the structure to be situated 11 metres from Newry Road (County Rd. 16) rather than 17 metres. By moving the building south on the lot, it would prevent traffic from driving over an existing well, said current Chief Building Official' Paul Josling. While there had been no objections by the Huron County Planing Depart- ment, there had been a couple of calls regarding the wash bay. Josling said a holding tank or weeping bed would be needed to accommodate the wash water as well as an oil receptor and sump to catch solids. These stipulations would be included in the building permit as they are required in the Building Code Act. Deputy-Mayor Bernie MacLellan said he did not believe this was a minor vari- ance. He suggested turning the wash shed sideways (fac- ing south instead of west) and moving it to the east end of the existing implement shed to retain the current setbacks. Josling said he could not speak to the matter of another location because the area was covered with snow and he could not tell if there would be difficulties with the site. It was suggested by another councillor that Terpstra may not want to construct the wash shed at the end of the imple- ment shed as it would restrict future expansion of the origi- nal building. Josling will meet with Terpstra to determine why the proposed site was chosen and return to council for the March 6 meeting. Minor variances to recog- nize an existing deck on a house in Seaforth and a front yard setback reduction at a house in Vanastra were approved. Council discusses standardizing mailbox supports By Janice Becker Citizen staff With Huron East Public Works Co-ordinator John Forrest standardizing policies for the new municipality, councillors were faced with the question of mailbox support at the Feb. 20 meet- ing. A problem has arisen when two new mailboxes were installed atop well casings. Forrest said supports of this strength could easily damage the blade of a snowplow and create an extra hazard for vehicle traffic. Though some former municipalities had only allowed wooden posts with diameters of no greater than -six inches, Forrest felt that the policy which Grey TWp. had for steel posts could be per- mitted. Grey had been using square or round steel tubing with a maximum diameter of 2.5 inches for replacement posts for some time. They-are simi- lar to those used for road signs. However, Brussels Councillor Joe Seili felt a stricter definition was needed as a thickness of 1/2 inch instead of 1/8 inch would make a great difference. McKillop Councillor Sharon McClure responded to questions regarding Canada Post regulations saying rural boxes are inspected every year and owners are notified of problems, though they are generally more con- cerned with appearance and height. Deputy-Mayor Bernie MacLellan stated that if two residents were going to be told to adhere to the new pol- icy, all mailbox owners should be required to meet the same standards. Forrest said the road crew would make note of any sup- ports which appeared to be a problem and the owner would be contacted. Council agreed that steel tube casings should have a thickness of no greater than 1/8 inches. Councillors support effort of job fair volunteers By Janice Becker Citizen staff Huron East councillors were very supportive of the continued effort undertaken by volunteers to stage the sec- ond Rural Job Strategies job fair in Seaforth. Held for the first time last year at the Seaforth AgriPlex, the 80 exhibitors spoke to hundreds of people who attended the one-day event. Seaforth councillor Dick Burgess said he had attended last year's fair and was impressed by the quality of the exhibitors and the enthusi- asm of the students attending. Now expanded to encom- pass Huron and Perth County job opportunities, Huron East Clerk-Administrator Jack McLachlan said there had been some pressure to move the job fair to Stratford. However, those involved insisted on the Seaforth loca- tion, being central to both counties and the home of the first fair. A request was made prior to the Feb. 20 session for council to support the undertaking as the group plans to use the AgriPlex and the community centre this year to accommo- date more exhibitors. Council agreed to cover the cost of the community centre use. Huron East council briefs New tree cutting policy gets council approval A new tree cutting policy was approved by Huron East council at the Feb. 20 meet- ing. All stumps left in a lawn area as a result of municipal cutting must be removed by the municipality. Stumps in ditch areas would only be removed if the road crew believed they were a hazard. If the stump was along a fence line it would not be removed. *** Letters will be sent to any property owner that abuses municipal rod allowances. The owner will be given the opportunity to repair damages within a reasonable time. If not completed, the work will be done by road crews and billed to the landowner. This policy deals generally with large farm equipment that enters fields at numerous loca- tions rather than at laneway entrances. *** Numerous road signs will be replaced in the municipali- ty as they do not meet the new provincial standards for high intensity reflectivity. Though three quotes had been received- from industry stal- warts, Deputy-Mayor Bernie MacLellan requested Public Works Co-ordinator John Forrest look into a local corn- pany supplying the signs. If a local company is unable to do the work, the tender will go to Mechanical Advertising Inc. for $16,643.43 with ship- ping and taxes included. All new signs must be in place by Jan. 1, 2002. *** Authorization was given to contract Maitland Engineering to complete an engineering report for the aeration in the sludge holding tank being constructed at the Brussels treatment facility. *** The hiring of a grader oper- ator will be deferred until June until Forrest as more time to assess the needs of his depart- ment. *** A photocopier will be pur- chased from Skeoch for a price of $9,800 plus taxes. *** Approval was given for the payment of accounts for Huron East, $190,136.02; Seaforth Community Centre, $18,880.51 and -the Village of Brussels, $5,750.50. *** The $40 membership fee for the Ontario Association of Cemeteries and $100 for the Recycling Council of Ontario were approved. *** In support of the Seaforth
