In her report to North Huron
council, Feb. 5, Director of
Finance/Treasurer Donna White
told of the implementation of a
performance measure program by
the provincial government.
The program means that
municipalities are obligated to
collect information and make it
available to the ratepayers in order
that they can compare the
performance of their municipality
with others across the province.

White also told council that Bill
140 will cause a delay in the
issuance of final tax bills until
October, possibly November.
Interim tax bills may also be
delayed due to the mapping of
new roll numbers.

Administrator John Stewart told
council that the sale of Blyth
Hydro to Hydro One had closed
Jan. 31. The auditors will be
completing their work and it is
anticipated that everything will be
done by the end of this month.
Payment was $696,000 minus
the 10 per cent hold back.

Council approved the payment
of transition board bills and
accounts in the amount of
$93,255.79. The North Huron
bills and accounts in the amount
of $493,728.96 were also
approved for payment.

Council authorized the write-off
of municipal taxes in the amount
of $61,929.63.

Thompson is getting a quote for
engineering on North Street. east
of Josephine Street in Wingham.
Also, a sewage problem on Centre
Street will needlo be repaired this
year.

A meeting will be held to
determine how much work, if any,
the municipal works staff are
expected to do around the
complex this year.

tipping fees

Belgrave Kinsmen Park
Treasurer Nancy Michie
reported that on Feb. 16, 1998,
Morris Council approved a loan of
' up to $50,000 for five years to the
Belgrave Kinsmen for
construction of the Kinsmen Park.
The total expenses were
$74,488.39 and in December,
1998, the loan was $37,000.
As of Feb. 1, the loan was paid
in full over a three-year period.
Landfill Tipping Fees Review
A bylaw will be prepared for the
next meeting, as council approved
tipping fees for the waste disposal
site.
A letter will be written to Royal
Homes that it can carry on
dumping drywall and wood at the
Ward T Transfer Station until Jan.
1, 2002. Then the tipping fee will
change. The fee is $100 per
tandem load or part load at the
Ward M landfill site.
Council would like to see the
drywall recycled.
As of March 1, 2001, Ward T
residents may use the Ward M
Landfill Site as approval has been
received from the Ontario
Ministry of Environment.
