Obituaries
WILLIAM GARNER NICHOL-
SON
Mr. Garner Nicholson of
Belgrave passed away at London
Health Sciences Centre, London on
Thursday, Feb. 1, 2001. He was
82.
The beloved husband of the for-
mer Alice Cook, Mr. Nicholson was
the dear father of Ron and Lynda
Nicholson of Barrie, Margaret and
Glyn Wide of Hamilton, Ray and
Cindy Nicholson of Elmira and
Rob and Judy Nicholson of
Listowel.
He is also survived by his sister
Emaline Sturdy of Wingham, six
grandchildren and several nieces
and nephews.
Mr. Nicholson was predeceased
by his parents Garner and Alice
(Osborne) Nicholson, and his infant
sister Agnes.
Mr. Nicholson was a member of
the Brussels Legion Pipe Band and
a member of the Loyal orange
Lodge #462 Belgrave.
Visitation was at McBurney
Funeral Home, Wingham on
Saturday.
Funeral service was held at
the funeral home on Sunday at 2
p.m. Rev.. Cathrine Campbell offici-
ated.
Interment will be in Brandon
Cemetery, Belgrave.
Memorial donations to Knox
Presbyterian Church, Belgrave
would be appreciated as expres-
sions of sympathy.
WDH board of governors discusses restructuring

The Wingham and District
Hospital Board may soon be
reduced.
Governance and Nominations
Committee Chairman Judith Gaunt
brought a proposal to the January
meeting. of the board that would
reduce the size of the board to 13
members from the current 17.
However, under the proposal, rep-
resentation across the same geo-
graphic regions of the hospital's
catchment area will be maintained.
Boards are most effective with
between nine and 14 members, the
report states. A board may not have
the breadth of experience or knowl-
edge if there are less than nine mem-
bers. If there are more than 14 mem-
bers, the board may lose its focus
and form sub-groupings.
The proposal for board restructur-
ing would provide flexibility to
acquire board members who may
not be eligible under the geographic
distribution criteria by increasing
the number of at-large members:
To maintain the stability of the
board, the size would be reduced
through attrition and retirement over
a two-year period.
Gaunt adds it is important to keep
board membership at an uneven
number to avoid tied votes, which
reduces the effectiveness of the
board.
While the geographic areas would
still be represented, the number of
directors-at-large would increase
from one to three and the number of
ex-officio members would remain at
four.
The ex-officio members include
the hospital's chief of staff, the pres-
ident of the medical staff, the presi-
dent of the hospital auxiliary and a
representative from the Twp. of
North Huron council.

intention to amend the bylaws will

The second motion states that a
cover letter and a copy of the com-
mittee report be sent to the councils
of the municipalities of North
Huron, Morris-Turnberry, East
Huron, South Bruce, Howick,
Huron-Kinloss and Ashfield-
Colborne-Wawanosh for their infor-
mation.
It is hoped to pass an amendment
to the bylaws regarding the compo-
sition of the board. The amendment
would read that the board shall con-
sist of nine elected directors, four
ex-officio directors and the elected
directors shall be nominated by the
Governance and/Nominations com-
mittee. Additional nominations may
be made from the floor by residents
of a specific geographic zone or by
any corporation members for the
position of director at-large.
Gaunt said the amendment will be
discussed formally at the February
•meeting of the board.
If approved, it will then go to the,
board's annual meeting in June. If
approved, the amendment would be
effective immediately.
If rejected at the annual meeting,
the composition of the board will
remain as it is presently.
