Following a potluck dinner at noon in the Blyth Memorial Hall. President, Lawrence Plaetzer called the meeting to order. Graeme McDowell at the piano accompanied for 0 Canada. October birthdays were Mary Walden and Marie Toll. The usual reports were given and the president reminded everyone about the Christmas dinner at the next meeting, Nov. 25, with the Legion Ladies Auxiliary catering. Money is to be in to Jean Plaetzer as soon as possible. As this was the Halloween party many members came in costume. Capable judges, Janice Vodden and Betty Battye picked the winners: first, Vera and John Hesselwood; second, Arnold Cook; third, Jean Nethery. A humorous skit followed by VILLAGE OF BLYTH LEAF PICKUP Carter's Waste Disposal shall conduct a final leaf pickup ' using their vacuum truck. Leaves must be raked to the curb and the pickup shall take place on Thursday, November 5, 1998. John Stewart, CMO, Clerk-Treasurer Effie McCall and Bernice McClinchey. The hall was beautifully decorated by Jean Plaetzer and Jean Nethery. The program committee took over. Members played cards. Winners were: Euchre — high pink card, Enid McDonald; low pink card, Janice Vodden; high blue card, John Hesselwood; low. blue card, Lawrence Plaetzer. Swinging Seniors dress for Halloween Bailey to vote on drain By Janice Becker Citizen staff Blyth Reeve Mason Bailey will make the Cummings Drain pay- ment issue easier as he declared, at the Nov. 2 meeting, that he will take part in all upcoming discus- sions of the matter. Stating he had already paid his portion of the assessment, Bailey said he is cleared of any conflict of interest, allowing him to discuss and vote on the issue in the future. With Councillors Rob Lawrie and Doug Scrimgcour as well as Bailey declaring a conflict of inter- est at the Oct. 20 meeting, the mat- ter had been left to Councillors Jeff Howson and Murray Nesbitt. Howson had asked for the deci- sion to be postponed so he could consider the matter. Knowing that the two councillors had been on opposite sides of the issue in the past, Clerk-Treasurer John Stewart wanted clarification on procedure if a payment decision could not be reached. He said this also refers to issues as simple as one or two-payment billing; items to be decided for an assessment bylaw. Stewart was waiting for a response from the Ministry of Municipal Affairs regarding the proper procedure and had not included the issue on the agenda. There had previously been con- siderable discussion on whether the village or property owners should pay. A motion currently stands stat- ing that property owners will be assessed into the drain.
