Morris council, residents battle over drains
With a bylaw approving drainage
work passed at the Sept. 22 session
of Morris Twp. council, some
landowners questioned the work
and the timing of the project.
The work is for an upstream
extension of Branch A and new
county road branch of the McDon-
ald Municipal Drain. It will affect
Lot 30, Conc.10 and run behind
lots on Plan 309 in Walton.
Landowners in attendance were
Ken and Betty Glanville, Floyd and
Patricia Hilts, Josef Gerber and
Janet Cochrane.
Cochrane told council the pro-
cess for getting the drain work done
was "a farce" and that the county
should have to pay part of the cost
to have the surface water removed.
A motion was also passed asking
the county to investigate the sur-
face water problem on County Rd.
12 in Walton, which developed
after the road was raised in front of
the houses affected by the McDon-
ald Drain.
The court of revision and tender
date was set for Oct. 13.
Landowners Jim Hunter and
Glen Montgomery attended for the
discussion on the Grasby Municipal
Drain, Branch A.
The opening of tenders resulted

grave Community Club was held
on Oct. 3 in the club room with 18
members present.
President Lorne Campbell
welcomed everyone. The meeting
was opened with 0 Canada.
The secretary's and treasurer's
reports were approved.
Bus trips were discussed. An
invitation was received for
Dungannon Fun Day Oct. 17 at 1
Mabel's Moms met at their
regular time on Wednesday Sept.
30.
Those who attended were Cindy
Mc Kee, Drew and Cole; Mary
Jane Hobden and Stephen; Karen
Rundle and Holly; Kim Higgins,
in considerable discussion, with
Engineer Andy McBride of Mait-
land Engineering Services,
Drainage Superintendent Gary
Nicholson and councillors getting
involved:
Landowner Glen Montgomery
produced a document signed by
himself, his wife and Reeve Bert
Elliott which said the work would
be done prior to the planting of the
1999 corn crop.
However, only the most expen-
sive tender met those requirements.
The other two indicated the work
would be done either in December
or June or next summer.
Montgomery said he signed the
agreement rather than going to the
Ontario Drainage Tribunal, noting
he had made concessions for the
agreement. He also indicated he
was still prepared to go to the tri-
bunal.
It was suggested the contractor
awarded the project be asked to
complete the work this year, though
McBride said that was dependent
on the weather. Extra cost be
incurred to obtain a guarantee.
A bylaw was passed to repair,
improve and extend the branch.
Tenders were tabled until further
Timothy 1:1-14 with the gospel
lesson from Luke 17:5-10.
Rev. Mary Jane Hobden's sermon
was based on "Remembering the
Good Old Days." She referred to
the Lamentation reading.
Sunday was also a day for
celebrating World Wide
Communion. Paul Walker and Don
Procter took up the offering.
Michelle and Tanya Pletch were in
charge of nursery
p.m. The Club was asked for two
program numbers.
Members were reminded of the
zone 18 Fall Rally. Oct. 21 at
Holmesville.
Shoot parties are Oct. 9 and tOct
23.
Plans were discussed for the
Christmas Party. Dec. 4 was
chosen.
The next meeting will be Nov. 6.

Council was informed of Hullett
Twp. council's request for a joint
meeting concerning the McCall
Drain project. It is a water quality
project by the Maitland Valley
Conservation Authority and Huron
County. The meeting will be sched-
uled for later in October.
A special meeting of council was
held Sept. 24, to complete business
from Thursday.
A motion was passed to approve
a note valued at $37,000 at the
CIBC for the Belgrave Kinsmen
Park.
A letter will be sent to Carter
Waste Disposal to advise them that
Morris Twp. does not accept waste
from any other municipality except

There were eight tables of shoot
in play on Friday, Sept. 25th at the
Belgrave Community Centre.
Winners were: high lady, Jean
Deyell; second high lady, Jane
Grasby; most shoots, Mary Taylor;
low lady, Norma Moore; high man,
Jack Taylor; second high man,
Harvey Edgar; most shoots, Alf
Nichol; low man, Lorne Cambell.
The next shot party will be on
Friday, Oct.9 at 1:30 p.m.

In response to a letter of consent
filed by Glen Warwick, council
passed a motion stating there be no
right-of-way on the severed parcel
at Lot 26, Conc. 1. The existing
entrance will have to be widened
for access to the retained parcel, or
a separate entrance be installed to
the west of the existing drive in the
area directly across from the road
entrance on the Turnberry Twp.

The drainage agreement for the
Ruff Drain was approved subject to
the Warwick consent for Lot 26,
Conc. 1. The agreement will be for-
warded to all parties involved.
The $90 membership in the
Drainage Superintendents Associa-
tion was paid for Gary Nicholson.
Marie McIntosh was hired to
clean the municipal buildings.
Council supported resolutions
from Eliiabethtown with regards to
gasoline sulphur and Gjavenhurst
with respect to Ontario Municipal
Board hearings for planning issues.
A roster will be submitted to the
Ontario Lottery Corporation with a
50-50 split of lottery grant funds
for the Bluevale Recreation and
Belgrave Kinsmen. An interim
fund of $6,397 is available for
Morris Twp,
