PAGE 3. Reeve Mason Bailey updated Blyth councillors on amalgamation talks from the county level at the April 6 session of Blyth council. Several options are being dis- cussed including two for one-tier governments which would result in either 26 wards, as the municipali- ties now stand or 20 wards, with the dissolution of five villages and one township. The votes would be weighted with one for every 1,000 people. These suggestions were not accepted well, said Bailey. There were also options for two- tier government: first area-Blyth, Brussels, Morris, Howick and Grey Twps.; second-Blyth, Brussels, Morris, Grey, Howick and Tumber- ry Twps.; third-Blyth, Brussels, Morris, Grey, East and West Wawanosh and Ashfield Twps. or everything north of county Road 25. There still has been no indication of sizeable cost savings from other regions which have amalgamated, said Bailey, though one said an insignificant amount could be saved with a one-tier system. County council hopes to have a plan in place by the end of 1998 with the triple majority vote taking place in 1999. Implementation would be ready for 2000, said Bai- ley. Bailey said the county should consider restructuring instead of amalgamation. "Staffing and equip- ment use could be more efficient and we would probably save more." *** Steve Bearss asked permission from council to drain his property on Drummond Street to the Gypsy Lane drain. Council stated there could be a problem with a backup of water into neighbours basements: and sug- gested connecting into the West- moreland Street drain instead. Bearss was agreeable. Further information on the water flow and size of both drains will be brought to the April 21 meeting for consideration. *** Bailey was authorized to sign an agreement with the North Huron Transit Corporation (Wheels The dress rehearsal for the Spring Concert will be on Wednesday, April 29 at 1 p.m. The concert will be on Thursday, April 30 at 7 p.m. Hullett students will be participating in the skip-a-thon on Friday, May 1 at 1 p.m. Away). *** There were no objections to the Blyth Boy Scouts using the proper- ty west of the Blyth-Hullett Land- fill site for hiking, camping and placement of a wood duck box. *** Council had no objections to Les Cook setting up stations along Queen Street sidewalks to do paint- ings. *** Authorization was given for an advertisement in Stops Along the Way magazine, at a cost of $181 per issue, for the village.
