County council briefs OPP continue cost research The Ontario Provincial Police will conduct interviews across the county as part of its research into determining the cost of a county- wide police service. OPP officials will conduct 14 interviews a day in Exeter, Clinton and Bluevale on April 14, 15 and 16 to determine the level of service people in the county want to have. From its research the OPP will pre- pare an estimate of the cost of a county-wide OPP contract. *** The council supported a minor restructuring proposal from the Town of Clinton and the Township of Hullett that would see 4.4 acres of Hullett Twp., belonging to the Clinton Christian School, annexed into the town. The town would also eliminate two council positions and reconstitute its public utilities com- mission as an appointed body. *** The county will apply for money from the Special Circumstances Fund to make repairs on bridges on highways that have been trans- ferred by the province or on county bridges on which work has been postponed because of priority given to badly needed repairs on former provincial highways. One April 1, 1997 and Jan. 1, 1998, the province transferred 165 kms. of provincial highways to the Brussels sees surplus The financial report is complete and the Village of Brussels despite some overspending on capital expenditures is in pretty good shape. Representatives from Ward and Uptigrove told council at its April 6 meeting that the year-end surplus was $58,696. They suggested that administra- tion investigate investments which would possibly offer a better interest rate. *** Clerk-Treasurer Donna White and Reeve Ralph Watson will attend a public meeting in Grey Twp. for discussion on sanitary sewers for Burgess Street development. *** The village will tender for grass cutting for the pumphouse, Lions Park, and dam for a one-year term. *** Deputy-Clerk-Treasurer Lori Pipe told council that some residents had complained that their lawns had been ripped up as a result of snow removal. They felt that the people responsible for the plowing should be accountable for any costs of repair. Pipe said that Road Superintendent Hugh Nichol had investigated the areas and found little damage. Councillors agreed that it was too minor to hold back any payment. "It's tough if you want the streets cleaned to the asphalt to not do this type of damage," said Councillor Joe Seili. *** Permission was given for Fire Chief Murray McArter to attend an emergency preparedness and response course May 12-14 in Hanover with mileage and meals paid. McArter and firefighter Don Crawford will attend a fire county, including 17 bridges. The province provided two-thirds of the money needed to upgrade these highways to county standards leav- ing the county to find an additional $3 million and straining the coun- ty's resources because it already had needs on its original road net- work. The highways department identi- fied $1.6 million in special needs which it will apply for under the program. *** Work will begin soon on the reconstruction and resurfacing of the former Hwy. 83 near Exeter. The county will use $2.3 million of the money received from the province when the highways were transferred. *** A new three-zone system of charges for using the Huronview/Huronlea van was approved by council. In addition to the $10 local (to Clinton or Brus- sels) fee and the $30 in-county fee, there will be a $55 fee for trips out- side of the county to places such as London or Stratford. The number of people on social assistance in Huron dropped by 117 cases (a 22.6 per cent decline) between January 1997 and January 1998. White was also given permission to attend AMCTO's "How To" seminar in Moorefield on April 15, also at a cost of $25. *** Pipe told council that the Brussels waterworks had not received a warning in regards to water testing. *** White has stated that she no longer wants to serve as chairperson for the village's Block Parent Program. Council agreed to advertise for a replacement. *** Watson reported that he had talked with school Principal Howie Morton about kindergarten students for next year having an orientation with the crossing guards. The date has been set for May 9, to be done in conjunction with the bus safety. *** Councillor Mike Thomas said he and Village Foreman Don Crawford had checked areas to see where trees could be planted. A plan has been made and a list for next year.
