Blyth hears surplus,
good new, bad news

Blyth council received good
news regarding the 1997 year-end
surplus only to have it tempered
with the realization of expenditures
expected for 1998.
Vodden, Bender and Seebach
auditor Paul Seebach attended the
April 6 meeting to go over last
year's figures and inform council
the net accumulated revenue had
grown from $50,663 to $95,153
through the year.
However, Clerk-Treasurer John
Stewart said much of that surplus
will be used to cover costs associat-
ed with policing and the download-
ing of services from the province.
With the latest numbers on fund-
ing from the government indicating
more money to go to the munici-
palities, this will be more than con-
sumed by monies to be returned to
the county for "upper tier net
costs", said Stewart.
Seebach said the surplus
achieved by the municipality was
due to increased revenues above
those budgeted along with mini-
mizing expenses.
Revenues were up slightly
through taxation over 1996, though
within $200 of the budgeted level.
More money was received
through infrastructure grants for
road work on Gypsy Lane and a
sizeable portion of the revenue
increase came from transfers from
reserves for the purchase of a res-
cue truck, street construction and

from other sources over 1996
because of the sale of a tractor in
that year, but approximately $8,800
higher than expected. A refund
from the fire board and cemetery
donations accounted for a large
portion of this figure.
General government expenses
were down $21,956, from the bud-
get. The savings were found in:
council costs, $2,258; administra-
tion materials and services, $3,964;
election, $1,063; telephone, $1,055;
legal, $10,138 and computer main-
tenance, $2,377.
The cost of fires was down
almost $4,000 while street con-
struction for Gypsy Lane was
$24,000 below budget and costs for
street maintenance, services and
employee salaries were down just
over $27,000.
Savings were also found in the
cost for street lighting, vehicle
expenses, sidewalks, village signs
and Memorial Hall operations.
Seebach added that some of the
savings in street construction will
balance out this year as work is
continued.
Overall, the auditor and council
was pleased with the state of the
village's finances, with each
department carrying a surplus and
expenses at a lower level than five
years ago, in many cases.
A revised draft budget for 1998,
including the audited surplus and
government funding levels will be
presented at the April 21 meeting.
