Each year a committee chooses an outstanding citizen from
each of the Blyth and area and Brussels and area communities
to receive an award for contribution to the community. If you

Morris discusses zoning change
Morris Twp. council held a pub-
lic meeting, Feb. 17, to discuss a
zoning bylaw amendment.
The amendment under discussion
involved North Half Lots 7, 8, 9,
10, Conc. 1, to change the designa-
tion from agriculture and restricted
agriculture to commercial/industri-
al, and agriculture to restricted agri-
culture.
Special provisions included in
the amendment would remove the
requirement for all permitted uses
to be dry industries and would per-
mit an assembly, manufacturing,
fabricating, packaging, printing,
publishing, publishing plant or a
warehouse contained within an
enclosed building. These uses
would be in addition to those
allowed with a VM1 zoning.
The area affected covers approxi-
mately 50 acres.
The application is a result of a
need for more industrial land near
the Wingham airport.
County Planner Sandra Weber
said the use conforms with the
Morris Twp. Secondary Plan.
Council received written com-
ments from the Ministry of Munici-
pal Affairs and Housing, Huron
County Health Unit, Town of
Wingham, Royal Homes, Town-
ship of Tumberry, Davidson Well
Drilling Limited, John Henderson
and Mervyn Baker.

ing Services presented comments
from the Wingham Economic
Development committee and the
town.
A presentation from Wingham
Chamber of Commerce was given
by Ron Schefter.
Lynn Hoy, Tumberry Twp., told
council he was 100 per cent in sup-
port of the plan as long as emission
controls meet regulation standards.
Joan Jagelewski of Jagg's Road
House supported the development
as she said the extension of services
would be a great benefit.
Deborah Himmelman, Morris
Twp., said the development would
not be in the best interest of the
area. She questioned the need to
use farm land and asked if Wing-
ham already had commercial/indus-
trial land available. Quoting
information from the 1995 airport
deal, Himmelman said 325 acres
surrounding the airport was to stay
agricultural.
She presented a petition with 15
accepted names.
Councillor Kevin Pletch said
development is hard without the
use of agricultural land and that this
project would do more good than

A court of revision was held at
the Feb. 17 meeting of Morris Twp.
council to discuss the Dyk Drain.
Hank and Hermina Dyk, Lot 4,
Conc. 9, presented an appeal of the
assessment.
Dyk told the court his assessment
was too high and that Lot 3, Conc.
9 in Blyth should also be assessed
to the drain. He also believed the
drain should be moved to the east
of the current plan.
Bill Dietrich of W.E. Kelly and
Associates, Kitchener, disagreed as
he did not know where the drain
would outlet if moved east.
After consideration, the court
advised that Dyks are only paying
14 per cent, and that the current
location is the best, with the most
benefit. The appeal was denied.
Any further appeals would go to
a drainage tribunal.
Dyk asked council if the railroad
ditch could be cleaned out, but was
told it is a private ditch.
Dietrich agreed this would help
the drainage.
Wheels Away President Vicki
Piluke attended the session to dis-
cuss funding for the coming year.
With the elimination of government
funding, Piluke asked the township
to pay $3 per rider and 25 cents per
capita. Fundraising and donations
will help cover the rest of the short-
fall. Council agreed to the fee.
Paul McKee and Ken Hopper of
the Belgrave Kinsmen attended the
meeting to ask council to set up a
maintenance plan for the proposed
Belgrave park. Morris Twp. would
also oversee the funds while
trustees and a board would main-
tain the park and replenish the
fund, of needed.
Council agreed to the request
stating the board should consist of a
minimum of five trustees and the
back account should hold a mini-
mum of $5,000 for maintenance.
A Feb. 3 motion, granting the
Belgrave Kinsmen $3,000, was
rescinded as the funds are not need-
ed at the present time.

expressed the opinion that this was
a small portion of land and that the
township needs industry to keep
taxes down.
Stating a need to keep taxes
down and provide employment,
Councillor Neil Warwick supported
the development.
Reeve Bert Elliott also backed
the plan.
The amendment to the official
plan was recommended by council,
however, the zoning amendment
was deferred until adoption of the
official plan amendment for the
property.
The bylaw will now go before
the county planning committee.
