A complete copy of the by-law is available at the Municipal Office. An owner or boarder of a dog(s) shall within 10 days of becoming such an owner or boarder, and thereafter on or before the 15th day of February each year shall cause such dog(s) to be again licenced for one year. In an effort to clear up some per- ceived misconceptions, OPP Staff Sergeant Brian Baldwin spoke to Blyth council, Jan. 20. "Perhaps all the information (regarding OPP services) is not going to council, by omission," he said. "The main feedback I am hearing is that there is a belief that local municipalities would have lit- tle or no say in the direction of ser- vice coverage with OPP." Baldwin gave council copies of Bill 105 which regulates a police advisory committee and which the local OPP are in the process of set- ting up. "Attendance on the committee is not compulsory, but it is advis- able," he added. The current proposal is to have the committee meet monthly or bi- monthly depending on the repre- sentatives. "It is a great way to get feedback," said Baldwin. He also pointed out concerns The Blyth UCW met in the church parlour on Jan. 20 with 15 present. Candice Howson and Shirley Rutledge, co-presidents were in charge of devotions with the topic, "Motivation". Hymns Jesus Shall Reign where'er the Sun and In Christ There is No East or West were sung with Susan Howson at the piano. Scripture from Psalm 40 and 42 - 11 was read. Poems on "Motivation'", "No Time" and "Cheer Up" were read also. Mrs. Howson was in charge of the study. The theme from Presbytery this year is "Uprooted". She told of her personal experience with a lady delegate from Manitoba at a conference and of the hardships and after effects of the Manitoba flood. They appreciated help and still need more, Mrs. Howson said. "It is up to us to help in these unhappy situations." with the proposal by Wingham Police Chief Jim Dore, saying that he did not believe 11 constables were sufficient for North Huron. Baldwin said communities are also looking for more police involvement in school programs and more visibility on the roads. If the North Huron group was to go with the Wingham force, Bald- win suggested council consider added costs such as court coverage. One of the biggest advantages of going with the OPP, said Baldwin was the protection from lawsuits for municipalities. "If an officer does something inappropriate, the municipality does not pay. With a separate ser- vice (such as Wingham), the muni- cipality would pay legal costs on top of the quoted price." Baldwin also detailed other con- cerns for council such as the use of part-time officers, the communica- tion system, court security and case management, annual negotiations, Members then planted a tulip bulb, thanks to Mrs. Howson. Baldwin said OPP could still serve Blyth, but it might have to be taken in with the North Huron group. "Goderich won't close," he said," because a study was done to deter- mine the right size for communica- tion purposes and, with Exeter going to the London detachment, this area is now a better size." In reference to other communi- ties which once had private police services, Baldwin said they were good forces, but OPP can do it cheaper. Council thanked Baldwin for his information.
