MOE delays emissions testing
The Ontario Federation of
Agriculture (OFA) is applauding
the recent move by the Ontario
Ministry of the Environment to
postpone mandatory emissions
testing of heavy duty vehicles and
buses, including farm trucks, until
Jan. 15.
The testing is a requirement for
license renewal under the “Drive
Clean ' program. The original
implementation date was Sept. 30.
For the last several months, the
OFA had been urging Environment
Minister Tony Clements to delay
the start-up date for mandatory
testing in rural Ontario, because
only a few certified testing sites
were actually in operation.
“We appreciate that the
government listened to our
concerns and followed through
with appropriate action,” says OFA
President Ed Segsworth. “Farmers
were also faced with having to
drive great distances at the height
of the busy harvest season, before
they could obtain their farm truck
licenses and this would have posed
numerous problems.”
Now, heavy-duty vehicles
requiring permit renewals can have
their registrations renewed until
Jan. 15, 2000 without a “Drive
Clean” emissions certificate. After
that, a heavy-duty emissions pass
certificate will be required. This
certificate will be valid for 12
months from its date of issue and it
will be the responsibility of the
vehicle owner to ensure its annual
renewal.
According to the Ministry, as of
Jan. 15, 2000 compliance with the
emissions testing requirement will
be actively enforced by MOE staff,
who will be working in conjunction
with the Ministry of
Transportation.
Segsworth reaffirms that farmers
are not opposed to the idea of
emissions testing of their farm
trucks, and says they are prepared
