TOWNSHIP OF EAST WAWANOSH PUBLIC MEETING CONCERNING A PROPOSED OFFICIAL PLAN AMENDMENT AND ZONING BY-LAW AMENDMENT TAKE NOTICE that the Councils of the Corporation of the Township of East Wawanosh, and the County of Huron, will hold a public meeting on Tuesday, August 10,1999 at 8:00 p.m. in the East Wawanosh Township Council Chambers, Belgrave, to consider a proposed Official Plan Amendment under Section 17 of the Planning Act and a proposed Zoning By-law Amendment under Section 34 of the Planning Act, R.S.O. 1990. ANY PERSON may attend the public meeting and/or make a written or verbal representation, either in support of or in opposition to the proposed Official Plan Amendment and proposed Zoning By-law Amendment. Written submissions may be forwarded to Winona Thompson, Clerk, Township of East Wawanosh or Jocelyn Murray, Clerk Administrator, County of Huron, at the addresses noted below. IF A PERSON or public body files a notice of appeal of a decision in respect of the proposed Official Plan Amendment or Zoning By-law Amendment to the Ontario Municipal Board and does not make oral submissions at a public meeting or make written submissions before the proposed Official Plan Amendment is recommended for approval, or the zoning change is adopted, the Ontario Municipal Board may dismiss all or part of the appeal. If you wish to be notified of the adoption of the proposed Official Plan Amendment and/or Zoning By-law Amendment, you must make a written request to one of the addresses below. Murray Clerk-Administrator County of Huron Court House Goderich, Ontario N7A 1M2 (519-524-2188) Winona Thompson Clerk-Treasurer Township of East Wawanosh Belgrave, Ontario NOG 1E0 (519-357-2880) Purpose and Effect The purpose of the Official Plan Amendment is to add severance policies to Section 5, Land Division, of the Township of East Wawanosh Secondary Plan; and to change the designation on Part of Lot 42, Cone. 13 (5 acres) from "Restricted Agriculture" to "Commercial (Urban)" to be added to the urban area of Hutton Heights. Two different severance policies are proposed to be added to the Township of East Wawanosh Secondary Plan to permit severances within the agricultural areas of the Township of East Wawanosh. The severance policies will have the following effect: Policies are proposed to be added to the agricultural section which will permit the severance of a second permanent residence where two permanent residences are presently located on one agricultural parcel. Such residences must have been constructed prior to January, 1983 and must satisfy a number of policies to ensure that adequate area is available for septic disposal and water supply without removing any more agricultural land from production than necessary. In addition the residence must be situated in such a fashion that the severance of the residence from the farm parcel will not restrict any existing livestock operations and will meet with the Minimum Separation Distance requirements of the Agricultural Code of Practice. Secondly, policies are proposed to be added to the agricultural section to permit the severance of a residence which was previously severed for life long lease purposes for a retiring farmer. The Township has recognized that life long lease arrangements are awkward situations which cause difficulties for the owners and tenants. Life long lease arrangements are a policy that was incorporated into the Township Secondary Plan in 1883. Prior to this, a permanence severance for retirement residential purposes was permitted. In instances where severances for life long lease purposes for retiring farmers were permitted between 1983 and 1990, these residences may be severed permanently subject to a number of detailed criteria. These criteria are similar to the criteria identified for the severance of a second permanent residence on the same farm parcel, as noted above. Finally, this Official Plan Amendment proposes to change the designation on a 5 acre parcel of land located in the northeast corner of Lot 42, Cone. 13, Township of East Wawanosh. The subject property is presently designated Restricted Agriculture on Schedule B, Land Use Plan, Township of East Wawanosh Secondary Plan and is proposed to be redesignated Commercial as part of the urban area of Hutton Heights. This parcel of land presently contains two commercial buildings. The location of these buildings lend themselves to General Highway Commercial type development not necessarily related to agriculture. The rezoning will change the zoning of Part Lot 42, VC2-1 (Village Commercial Highway - Special Provisions) to recognize the highway commercial nature of the property and the presence of two main buildings on the property. An additional permitted use of a contractor's or tradesman's shop or yard is also added. As a result, this redesignation and a corresponding rezoning are proposed to allow for highway commercial uses to be permitted for the subject parcel.
