what their final taxes arc for 1998
until all the calculations have been
carried out on all properties.
Councillors were furious that the
province had created a problem for
local municipalities. Mason Bailey,
reeve of Blyth, said because Huron
had used market value assessment
for years it didn’t really have a
problem before Toronto switched
to market value assessment and
taxes for some commercial proper
ties soared, prompting the province
to act. Now', he said, the province’s
solution to Toronto’s problem is
causing Huron extra expense. He
suggested the matter should be
brought up at the annual meeting of
the Rural Municipalities of Ontario
this week.
Another councillor called it
“ludicrous” that the province was
making municipalities go back and
rework tax bills from Iasi year.
“The province seems to have com
plete contempt for municipal gov
ernments,” he said.
While the problem will be great
est, in terms of money, in urban
municipalities, Howick Reeve
Norm Fairies warned townships
they may have a bigger problem
than they think. A check of the tax
rolls in his township showed 130
commercial properties, he said.

NOTICE OF PUBLIC MEETING CONCERNING A PROPOSED
ZONING BY-LAW AMENDMENT
AFFECTING THE TOWNSHIP OF WEST WAWANOSH
TAKE NOTICE that the Council of the Township of West Wawanosh will
hold a public meeting on Tuesday, March 9, 1999 at 7:00 p.m. and 8:00
p.m. in the Dungannon Senior Citizens Centre to consider a proposed
zoning by-law amendment under Section 34 of the Planning Act, R.S.O.
1990 as amended.
ANY PERSON may attend the public meeting and/or make written or
verbal representation either in support of, or in opposition to, the proposed
zoning by-law.
IF A PERSON, or' public body that files an appeal of a decision to the
Corporation of the Township of West Wawanosh in respect to the proposed
zoning by-law amendment does not make oral submissions at the public
meeting or make written submissions to the Corporation of the Township
of West Wawanosh before the proposed zoning by-law is adopted, the
Ontario Municipal Board may dismiss all or part of the appeal.
ADDITIONAL INFORMATION related to the proposed zoning by-law is

Purpose and effect:
The 7:00 p.m. public meeting will discuss the issue of Street Lights in
the urban area of Dungannon. Those interested in this topic should
plan to attend at 7:00 p.m. to discuss a proposal to replace the
existing street lights.
The 8:00 p.m. public meeting is being held under the Planning Act,
RSO, 1990 and proposes the following amendments to the Township
of West Wawanosh Zoning By-law (By-law 13-1991). By-law - 1999
has the following purpose and effect:
To revise the current minimum separation distance requirements
between agricultural and non-agricultural uses to generally
incorporate the new Minimum Separation Distance formulas recently
released by the Ministry of Agriculture, Food and Rural Affairs. Also
included are definitions for several terms used by the new formulas.
This by-law also incorporates setbacks for liquid manure tanks from
wells and watercourses, and a minimum separation distance for the
establishment of manure storage facilities. These requirements have
historically been part of the by-law to Regulate the Location of
Manure Pits.

Discussion will occur on the requirement for the completion of
Nutrient Management Plans for new or expanding livestock
operations on dry or liquid systems. The by-law requires the
completion of a Nutrient Management Plan for all operations over 150
livestock units, or 50 or more livestock units on a land base which
exceeds 2 livestock units per tillable acres.
Pt. Lots 25, 26 and 27, Cone. 14 are amended to clarify the boundary
between the NE1 (Natural Environment) and NE2 zones. Key Map 5
is amended and replaced by the attached Key Map 5.
Pt. Lot 17, Cone. 11, a property adjacent to St. Helens, is zoned AG2
(Restricted Agriculture Uses) to clarify zoning on a property not
clearly zoned by By-law 13-1991. Key Map 7 is amended and
replaced with the attached Key Map 7.
Pt. Lot 25, Cone. 6 is rezoned from ER1 (Extractive Resources Zone)
to AG1 (General Agricultural Uses) to recognize a former gravel pit
now rehabilitated to agriculture. Key Map 25 is amended and
replaced by the attached Key Map 25.
