Amalggjwation Council votes to fight for spot in north By Janice Becker Citizen staff Tired of wailing for others to give them the go-ahead, Blyth councillors voted to fight for a position in an amalgamated North Huron. After agreeing at the previous meeting to determine their restruc­ turing options through input from East Wawanosh Twp. and Wing­ ham, councillors decided at the Feb. 1 session to request a meeting with the Turnberry, Morris and East Wawanosh group. Council plans to make a presentation to the group, explaining why they wish to be included. Turnberry and Morris have pro­ ceeded with talks and have invited East Wawanosh and Wingham to join. However, there were indica­ tions from Turnberry Twp. that Blyth was not to be included. A group of four was large enough. In discussing Blyth’s position, Councillor Murray Nesbitt expressed his preference for going to the south, particularly because the municipality was not being wel­ comed to the north. However, Councillor Jeff How- son said he had spoken with coun­ cillors from three of the four townships as well as businesspeo­ ple in Wingham who suggested Blyth is wanted in the north. Howson was told that the situa­ tion of Blyth was first on the agen­ da when the three townships met, with some councillors from Morris and Turnberry and all of the East Wawanosh councillors in favour of including the municipality. Wingham councillors have refused to attend the meetings, in support of Blyth, said Howson. There was concern expressed about the Tumberry, Morris, East Wawanosh group motion which states that any decision must be by consensus. All 15 council members have to agree to any action. It was felt by Blyth councillors that this process would break down. At that point there may be an opening for the municipality. After seeing larger restructuring groups forming in the south, How­ son said some North Huron coun­ cillors are seeing that a group of 4,500 (three townships) may not be enough. Blyth councillors fell that if the five North Huron municipalities could work together, it would be the first step to getting Brussels and Grey Twp,. included. Councillor Rob Lawrie reiterated his belief that the county will be one-tier within five years. Al the urging of Lawrie to do something to get the process mov­ ing instead of wailing, the request to make a presentation to the three townships will go to their Feb. 11 session. Wingham will also be informed of the decision. o 0 Found Lillian Appleby of Morris Twp. discovered an interesting note, in her driveway, from a child in the United States. Woman finds message in balloon A trek down the driveway, Jan. 23, for Lillian Appleby of Cone. 7, Morris Twp. resulted in an interest­ ing find. She spotted a balloon with a note attached. The balloon had been released Jan. 16 from Kansas City, Missouri. The note read, "Whitney's Day- January 16, 1999. Hi....my name is Whitney Acton. I'm 9-years-old and have non-lymphoma cancer. Today, my friends and family held a fundraiser for me. If you find this balloon, please write to me and tell me where you found it." About 29 sat down to a delicious potluck dinner at noon. After dinner President, Lawrence Plaetzer called the meeting to order. Elva Brown played the piano for O Canada. Marion Young and Isabelle Craig had January birthdays. Erma and Jim Mason had a January wedding anniversary. A sing-along followed led by Aubrey Toll and Vera Badley, also accompanied by Elva Brown. Carman is still not able to be out and about but enjoys visits from his many friends. All dogs must be licenced in compliance with Village By-law No. 02-1997. A complete copy of the by-law is available at the Municipal Office. An owner or boarder of a dog(s) shall within 10 days of becoming such an owner or boarder, and thereafter on or before the 15th day of February each year shall cause such dog(s) to be again licenced for one year. The fee schedule shall be as follows: (a) For each neutered male or spayed female dog $20.00 (b) For each additional neutered male or spayed female dog $25.00 (c) For each male or female dog, if only one per household $30.00 (d) For each additional male or female dog $40.00 (e) Pitbulls and Pitbull Cross $100.00 A $15.00 late payment charge shall be assessed in addition to the licence fee. Proof of Rabies Vaccination must be available at the time of purchase. The by-law requires dog owners to forthwith remove excrement left by the dog anywhere in the municipality of the Village of Blyth.
