Paul Josling attended the July 8
meeting of Blyth council to update
them on the progress of municipal
addressing in the village.
Josling said measuring was done
and numbers had been assigned to
the houses in accordance with the
plan designed for 9-1-1. All house
numbers will have to be changed,
however, there was no reason at
this time for any street names to be
changed, he said.
"The numbering system here now
doesn't work. It's unbelievable
when you get into it," said Josling.
The map with the alphabetical
street listing is ready to for county
approval.

There are 11 more letters noting
support for the village's move to
discontinue the collection of educa-
tion taxes to be forward to the Min-
ister of Education.

Council endorsed a resolution
from Hullett Twp requesting the
Minister of Municipal Affairs and
Housing review appointments to
the "Who Does What". Committee
to ensure that the concerns of rural
Ontario are adequately represented.

Clerk/Treasurer John Stewart
said that work is nearing comple-
tion on the McConnell St. develop-
ment.

Stewart said that Prodel Lighting
was finalizing a submission for the
Ministry of Transportation for
approval so that Phase 2 of the dec-
orative lighting project could begin.

The replacement of sidewalks on
Drummond St. West and on Dins-
ley St. East in the approximate
amount of $3,000 was approved by
council.

Bills and accounts in the amount
of $184,105.12 were approved for
payment.

Stewart advised council that
money had been placed in a reserve
fund in 1989 for sewer extension
on McConnell St., in front of Lot
16, Plan 170. This work has been
completed. Council needed to enact
a bylaw to terminate the fund and
place the money in the general
account to pay the invoice.
Stewart was instructed to prepare
a draft bylaw for consideration.

Stewart and Councillor Doug
Scrimgeour.had attended a meeting
with the Clinton Hospital Board
regarding the fact that Dr. Hay
might be closing his Blyth office.
Stewart told council that'the board
is recruiting additional doctors in
the hope that one might set up a
practice in Blyth. Dr. Hay has indi-
cated that he would stay in Blyth
until the end of the year if the
appropriate funds were put in place
by the board and the municipality.
The hospital board has agreed to
pay $6,000.
As Councillors Scrimgeour and
Gerald Kerr were not in attendance,
the remaining councillors felt that
they wanted matters deferred until
full council was present.

Council had no objection to the
Blyth Slammers Fastball and the
Blyth Rebels Broomball teams
applying for a special occasions
permit.

Chamney Sanitation wrote advis-
ing council that due to low market
value of cardboard, they could no
longer pick it up from the village
businesses free of charge. They
would pick it up for $25 per week
and if market value rises increase
the rate accordingly, Stewart said.
Council felt that it would be
unfair to the others who had ten-
dered earlier for the work, so
rejected the offer. The municipal
staff will pick up the cardboard
until other arrangement can be
made.

There was no objection to a spe-
cial occasions permit for the Huron
Pioneer Threshers and Hobby
Association dance, Aug. 31.

There was a verbal inquiry from
Phyllis Street requesting approval
.3f council for her to have the crows
and blackbirds on her property
shot. A clause in the village bylaw
says its is illegal to shoot a gun
within the village without approval
of OPP and council.
Council refused the request.
The month of June was a busy
time for drainage repairs and
reports in Morris Twp.
Drainage work dominated the
June 24 meeting of council as they--
discussed several works in progress
and requests for repair.
Drainage petitions were accepted
for South Part Lot 21, Conc. 8 and
Northeast Part Lot 24, Conc. 4,
subject to approval by Maitland
Valley Conservation Authority.
Andy McBride of Maitland Engi-
neering Services was appointed as
engineer.
A drainage repair petition was
accepted for the Rintoul and
McCutcheon Drains at Lot 24,
Conc. 6.
Requests for maintenance were
accepted for Mustard Drain, Lot
22, Conc. 2; Bone Drain, Lot 17,
Conc. 2;.Kelly Drain, Lot 7, Conc.
7 and Hanna Drain, Lot 15, Conc.

A bylaw was passed for repair to
the Whitfield Drain. - *
Council was advised of a
reassessment for McCall Drain in
Hallett Twp. A letter was forward-
-6d stating no revision was needed
for Morris Twp.
A second site meeting was
requested for Hopper Drain. The
landowners will be allowed to
decide between a $4,500 repair or
installation of a new drain along
side the present one.
The Court of Revision for
McNichol Drain will be held July
23. A bylaw for the drain, adopting
a maintenance assessment schedule
for Branch C, was passed.
A bylaw was passed to adopt the
drainage plan agreement for Lot 2,
Conc. 5.
A request for drainage repair at
Lot 8, Conc. 7, was approved as
well as for Grasby Drain, pending
approval from Maitland Valley
Conservation Authority and East
Wawanosh Twp. Maitland Engi-
neering Services will prepare a
report.
