Tax reform again on agenda
Blyth council's resolution regard
ing education tax reform was again
on the agenda at the Dec. 16 meet
ing, after a letter from the Associa
tion of Municipalities of Ontario
(AMO) was received.
Reeve Mason Bailey told council
that although AMO had adopted
the resolution to work towards the
removal of education taxes from all
property, the organization stated
this issue would not be pursued
until the realignment of provincial
and municipal roles had stabilized.
Bailey expressed concern that
the letter only mentioned the
removal of taxes from the residen
tial tax base and not commercial
and industrial.
In reviewing realignment num
bers from the province, Blyth will
increase spending or lose income
in the following areas: property
assessment, $10,000; policing,
$32,000; managed forests/conser-
vation land rebate, $1,000; farm tax
rebate, $3,000; gross receipts taxes,
$13,000 and the loss of municipal
support grant, $67,000.
Some of the losses will be made
up by government funds: residen
tial education property tax room,
$48,000; community reinvestment
fund, $52,000 and special transition
assistance, $7,000.
The village will have to save an
additional $19,000 to balance the
exchange.

Effie McCall attended the session
to request reimbursement of $620
which she paid in 1995, for the
removal of a hydro pole from her
property.
She told council others in the vil
lage were now receiving a similar
service al no charge.
The matter was referred to the
PUC.
Councillor Doug Scrimgeour was
appointed to represent the village to
the OPP Community Policing
Committee.
The Huron County Planning
Department granted a severance
from Lavern and Joan Clark, sub
ject to six conditions, one of which
stated that a site plan agreement be
approved and registered to the sat
isfaction of the village. All condi
tions must be met within one year.
A bylaw was passed to assume
McConnell Street.
Councillor Jeff Howson had
declared a pecuniary interest.
Approval was given for the pay
ment of bills and accounts totalling
$61,528.19.

Council authorized the transfer of
$31,481.50 from working reserves
to the general account for a loan to
the Blyth and District Community
Centre Board.

Leo Dyk, who is visually-
impaired, contacted Councillor
Scrimgeour regarding a difficulty
walking the streets of the village as
there is no common placement for
sandwich boards in front of busi
ness. Dyk has tripped over the
signs.
Clerk-Treasurer John Stewart
will contact Dyk to determine
whether a general consensus to
either place all the signs near the
buildings or in line with the street
lamps would help.
A motion was passed to donate
$25 to Les Cook for his services at
the swearing-in ceremony.

raffles tickets at financial institu
tions in the municipalities.
