Huron Cty. assumes link roads Huron County will take over the connecting links of all municipali­ ties where the highways are being turned over to the county, council decided at its Nov. 27 meeting. It means the county will now take over maintenance and capital upgrades for the highways running through towns and villages, such as Blyth and Wingham along Hwy. 4 (and Clinton, north of the Hwy. 8 intersection). Also affected by the new policy will be Exeter, Hensail and Zurich, where Hwys. 83 and 84 have been turned over to the coun­ ty. The agreement will see the municipalities tum over any transi­ tion monies received from the province. Blyth, which had no con­ necting link agreement with the province, has no such grant. Goderich, which had asked the county to take over in-town sec­ tions of provincial highways, did not have its wish granted. The town is eligible for capital grants on the connecting links, but if the county took over the roads, it would not be. There was disagreement as to whether or not the county adminis­ tration should have begun the zero­ based budgeting process for the 1998 budget. Tom Cunningham, reeve of Hul­ lett, said there had been a motion passed, after the process was delayed for a year last spring, that planning would begin in October. Lynn Murray, clerk-administrator, felt the motion had been to start gathering information earlier in order to bring in a budget next year based on the zero-based model (in which each department starts with a zero expenditure and rebuilds its budget on the basis of programs that are absolutely essential). She said she didn’t have enough infor­ mation yet to begin the budgeting process. But Bill Vanstone, reeve of Col- bome, urged Murray to look up the original motion. He was sure it was to be implemented in October so it could be implemented in the new year. Murray said she’d look up the motion. McCalls mark Betty and Allan McCall, RR3, Walton celebrated 50 years of mar­ riage with family at The Little Inn in Bayfield. Elizabeth F. Currie and Allan E. McCall were married 50 years ago by Rev. Hugh Wilson at Brussels United Church manse, Nov. 20, 1947. They were attended by Muriel (MacDonald) Shortreed, now deceased and Kenneth MacDonald. Following a honeymoon trip to London, Niagara Falls and Hamil­ ton, they began their married life together on the farm where Allan had lived his entire life, and where they still reside. Betty, who had been employed prior to their marriage as a tele­ anniversary phone operator at the Brussels, Morris and Grey telephone office in Brussels, raised their daughter Beverly (Stevenson). The McCalls are members of Duff's United Church, Walton. Betty is a member of the UCW and of the Walton Women's Institute. Allan belongs to the Oddfellows Lodge, Brussels. Besides their daughter, special guests with them at their anniver­ sary celebration were grandsons Ronald and his wife Nicole Steven­ son, Christopher Stevenson and Laura Cousins. The couple received messages from the governor-general, the prime minister and Paul Steckle, MP for Huron-Bruce. *♦* The county has agreed it will upgrade County Rd. 22 south of Auburn (to Craig’s sawmill) before it turns the road over to Hullett Twp. The township had protested plans of the county to download the road without improving it. After discussion with the township it was felt the improvements could be made without a large expense. A meeting of township road superintendents with the county weed inspector is proposed for Jan­ uary to work out communications problems.
