said Wilson.
Clerk-Treasurer Donna White
told Mutter that the Frederick
Street situation was not exclusive.
"There have actually been three
like this in the village. Scott Cardiff
petitioned to have a drain cleaned
at the north end and affected
landowners had to pay a portion.
Also, the Nichol drain work at the
south of the village was supported
in part by landowner Doug
McArter and BMG Recreation.
"Money was not the issue in
1994 and it isn't now," said Mutter.
"It was principle and it still is.
When the drains went into John
Street I paid. The residents of John
Street had nothing to do with our
drain. It's really not fair."
Seili explained that with this
recent project, the village would
have paid the entire cost, but the
work ran between the two proper
ties.
"But if one of the property own
ers hadn't complained the work
wouldn't have been done, right?"
asked Mutter.
Wilson noted that the difference
between this drain and the Freder
ick Street was that the latter was
done through the Municipal
Drainage Act, by Morris Twp.
"For us to have done that this
time," said Seili, "it would have
cost more than the job."
"Okay," said Mutter, "Is that my
fault?"
Seili said, "We tried to do it the
cheapest way."
"Cheapest isn't always best," said
Mutter, before leaving.
Suggesting that drainage was
becoming a big issue, White ques
tioned whether the village may
want to consider hiring a drainage
superintendent with another munic
ipality on a per-hourly rate.
Wilson felt that with his back
ground and that of Councillor Mike
Thomas's that there was enough
expertise on council.
"But there are questions that have
come up and they need to be dealt
with," White said.

On the subject of the restoration
of the block funding grants, Lynn
Murray, county clerk-administrator,
told council she had little more
information than what had been
published in the press. There were
some rumours, however, that the
money would not go to the munici
palities according to the old formu
la, but would be added to a special
transition fund. Municipalities have
been frustrated in trying to find out
how to get their share of that transi
tion fund.
Meanwhile, Chief Librarian Beth
Ross told council that Bill 109,
which would have turned over con
trol and funding of libraries to
municipalities, had been with
drawn. Funding of $18 million had
been re-instated by the province but
the formula for distributing those
moneys has not been announced,
she said.
