The framework for "rural hospi­ tal care is consistent with the rec­ ommendations put forward by the Huron-Perth DHC" following the health services study, said Fraser Bell, HPDHC executive director in a press release following Wilson's announcement. "We recommended that the eight hospitals in Huron and Perth work together as a single eight-site hos­ pital under one board and one CEO," said Bell. "This appears very consistent with the policy the minister described." "We are generally supportive of the policy," said Thibert, "as it sup­ ports the work Huron-Perth has been doing and will continue to do." One of the main points stressed in Wilson’s announcement was access to 24-hour emergency care. However, Thibert said this may be an issue which could cause some controversy. The framework identifies four types of emergency care, with Level A being staffed only by nurses and nurse practitioners. Level B would have a doctor on call, which is the level of most Huron-Perth hospitals at present, said Thibert. "Seaforth sees itself as a Level B hospital, but we need the guide­ lines" for the specifics of services. "The government wants access to emergency service, but will the community accept the level set?" he asks. "It could be something of potential interest and concern." Level C would have a doctor on­ site around the clock, such as Strat­ ford and Level D would be centres such as Sick Childrens' Hospital in Toronto. As for the consolidation of gov­ ernance and administration, as out­ lined in the framework, Thibert said this is something the Huron- Perth facilities have been working towards for several months. "We would like to think (Wilson) came to Huron for the announce­ ment because we are making progress in (consolidation)." The HPDHC expects further direction from the Ministry of Health regarding planning and poli­ cy to establish hospital networks in the coming weeks, said Bell. "The next step will be to bring together clinicians from across the district to plan health programs on a system-wide basis," said Deb Campbell, HPDHC chair. "We want to work with district hospi­ tals, research and education facili­ ties and community-based services in Huron and Perth to ensure that all health services work together in the best possible way.
