Blyth council considers budget amid uncertainty

Blyth council began budget con
siderations at the Feb. 3 meeting, as
they deal with downloaded costs
and ever-present concern of future
amalgamation.
With a draft budget in the works,
Clerk-Treasurer John Stewart
requested council's suggestions on
expenditures for 1997.

Decision postponed
With the deadline passed for
changes to education finance, Blyth
councillors agreed, at the Feb. 3
meeting, to postpone the decision
regarding payment of the education
tax until after the ROMA (Rural
Ontario Municipalities Association)
convention.
A motion will go before the dele
gates concerning a proposal to stop
paying education taxes until a more
fair system is developed.
The first installment due for

In a move to increase the level of
recycling, Carter Waste Disposal
will tag garbage bags containing
recyclables and leave them on the

Landfill Site Board.
A list of acceptable recyclable
materials will be published.

The budget for the Blyth and
Area Fire Board , in the amount of
$71,550, was adopted.
Council approved payment of
$20,900 to the new emergency van
for the Blyth and Area Fire Depart
ment.
A motion was approved to cover
$40,000 of the cost of the van, to be
refunded with government JEEP
grant.
Both Reeve Bailey and Clerk-
Treasurer John Stewart have
received phone calls about the use
of snowmobiles within the village.
In one case, a child narrowly
escaped being hit, while crossing a
street.
Councillor Kerr stated that mem
bers of the Blyth snowmobile club
had also expressed concern.
Council decided to encourage the
club to make their members aware
of the problem.

money will go if amalgamation
occurs, council began to earmark
funds for specific projects.
A reserve for a new tanker truck
for the Blyth and Area Fire Depart
ment was established with $10,000
as was a fund for a new computer
system, with $2,000.
However, council agreed that if
those funds could not be set aside
without an increase in taxes, they
would be reconsidered.
Prices will be obtained for capital
works projects such as the repair of
Gypsy Lane and drainage work
near the public school, »u ihey can
be included in budget figures.
Councillor Doug Scrimgeour also
suggested a small amount of money
be set aside to ensure the comple
tion of the Greenway Project. A
reserve of $5,000 was set up. At
present, any work needed to be
done can be covered by private
donations to the project.
Stewart told council approxi
mately $240 had been donated to
date. Council approved a plan to
use up to $200 of those funds for
materials to repair a windmill
which had been donated. Chief
Building Official Paul Josling vol
unteered his time to complete the
work.
A draft budget is expect for the
first meeting in March.

NOTICE TO DOG OWNERS
IN THE
VILLAGE OF BLYTH
1997 Dog Tags are now available at the Municipal Office. All dogs
must be licenced in compliance with Village By-law No. 02-1997. A
complete copy of the by-law Is available at the Municipal Office.
An owner or boarder of a dog(s) shall within 10 days of becoming
such an owner or boarder, and thereafter on or before the 15th day
of February each year cause such dog(s) to be again licenced for
one year.
The fee schedule shall be as follows:
(a) For each neutered male or spayed female dog $20.00
(b) For each additional neutered male or spayed female dog $25.00
(c) For each male or female dog, If only one per household $30.00
(d) For each additional male or female dog $40.00
(e) Pitbulls and Pitbull Cross $100.00
A $15.00 late payment charge shall be assessed in addition to the
licence fee.
Proof of Rabies Vaccination must be available at the time of
purchase.
The by-law requires dog owners to forthwith remove excrement left
by the dog anywhere In the municipality of the Village of Blyth. Any
person contravening this provision is subject to a $50.00
administration fee.
