the Blyth Branch of the
CIBC or at the Municipal
Office. Interest at 1 1/4%
per month or any part
thereof shall be charged
after the due date. Please
note that people who have
acquired properties and
have not received a tax bill
should contact the
Municipal Office. Failure to
receive a tax bill does not
relieve a taxpayer from
responsibility for payment

approval

It's been a long time coming, but
the Phase 2 portion of Blyth's deco-
rative lighting project is about to
proceed.
Following many delays Blyth
council made a motion at the Mon-
day night meeting to proceed with
the infrastructure work immediate-
ly.
One of the first halts came when
council learned that their predeces-
sors had indicated the village
would take over Hwy 4 as a con-
necting link. This meant that any
lighting done would not need to
meet MTO approval. Present coun-
cil, however, was concerned about
the cost of maintaining the highway
themselves so contacted the Min-
istry to see if they could withdraw
the proposal.
Once that was done, MTO then
questioned whether the lights met
Ministry standards, so another
roadblock was met. With the dead-
line for completion of the work fast
approaching and one extension
already been granted, the project is
coming to a now or never stage.
Clerk-Treasurer John Stewart
told councillors on Monday that
while he had not received anything
in writing, Bruce Potter of Burns
Ross and Associates said the Min-
istry had agreed to approve the pro-
ject.
With an urgency to get the work
underway in time for the end of
September deadline, Stewart sug-
gested that rather than try and get
another extension he order the
lights and get PUC to invoice them
for the work before the deadline
date. Bills do not need to be sub-
mitted to the Ministry until spring.
Reeve Mason Bailey expressed
concern that the Ministry might
hold back the money if they discov-
er the work hasn't been done, which
would mean taxpayers of Blyth
would pay for the entire project.
While council understood Bai-
ley's concern the consensus was
that as long as the work as under-
way no one from the Ministry
would be checking to make sure it
is done by the end of September.
"It has been such a battle," said
Councillor Doug Scrimgeour.
"I'm just glad to have approval and
I recommend we proceed
posthaste."

The Blyth Business Association
is seeking council's help in its fight
to keep the CIBC branch open and
get a bank machine installed.
The branch's hours will on Nov.
1 be cut back and commercial and
business loans were moved out.
Clerk-Treasurer John Stewart
said at the Monday night meeting
that he felt the BBA would like to
see council actively involved in the
project as council "might have
more clout".
He mentioned that they were try-
ing to set up a meeting with the dis-
trict manager. Reeve Mason Bailey
said he would attend on council's
behalf if the BBA thought it would
help.
"I had a phone call from a
ratepayer telling me I had an obli-
gation to make sure the village
keeps its bank. I don't disagree,"
said Bailey.
