"But, you want to be well informed because there is a move 'to regionalize," said Councillor Doug Scrimgeour. "Blyth is already pretty well cov- ered in sharing, but there are ser- vices left we could probably do something with," said Councillor Rob Lawrie. Clerk-Treasurer John Stewart said it is his understanding that if a municipality wanted amalgamation in the county and presented a plan that the province approved, Blyth could get pushed into it. "A meet- ing would give us an out, because we could say we are forming a plan as well." "The meeting is for our own pro- tection," agreed Scrimgeour. *** After a plea from the Village Foreman John Rinn councillors changed their mind on a decision reached at the last March meeting. With concern over amalgamation Cost reductions were the focus of the Huron County Board of Educa- tion, April 1. Renovations to Goderich District Collegiate Institute may have to be delayed, says Bob Heywood, trustee for Stephen Twp., chair of the management committee, after receiving word that Facility Renewal Grants may be reduced by one-third in 1996. Phase 2 of the project may not begin until September to allow a portion of the cost to be deferred to the 1997 budget. ***** The Management Committee agreed it is necessary to increase funding to the elementary schools for computers to support the shadowing many future plans, councillors at that time voted against allowing Rinn to attend the upcoming C.S. Anderson Road School. Rinn, appealed to council at Monday's meeting, saying that he has attended the school seven times. "I have passed every time. It's not a big party, I go to learn." Lawrie said council had been reluctant last meeting because of the amalgamation threat. "But after the (strategic planning) meeting I feel a little better. I have no prob- lem with John attending." Council agreed to pick up the cost of registration and lodging for a total of $560 plus GST, if Rinn would pay the time with his accu- mulated overtime. *** A bylaw authorizing the reeve and clerk to sign a lease agreement for the right of way corridor passed. *** The bills in the amount' of $46,908.28 were approved for pay- ment. *** Clerk Stewart and Reeve Mason schools' path to increased efficien- cy as they experience increased workloads and downsizing. Computer networks will also help reduce the costs of paper, memos and telephone calls. ***** In a further step to create cost- effective partnerships, some munic- ipalities have inquired about purchasing health and safety/envi- ronmental services from the HCBE. A letter and questionnaire is being sent to all municipalities to deter- mine the types of services in which they would be interested. Perth County Board of Education has shown interest in sharing equipment, as a cost saver. ***** Mike Rau, plant manager, report- Bailey are attending the annual meeting of the Huron County Municipal Officers Association in Belmore on April 19. Cost is $25 per municipality and $15 per per- son. *** Council approved a request from the Alzheimer Society to conduct a tag day in the village on June 22. *** The village will advertise in three issues of Stops Along the Way, a tourist publication produced by The Citizen. *** Council supported a recommen- dation from Seaforth asking the MVCA to reduce the board size from 33 directors to a size that is more economical and manageable. *** It was noted that Don Noble will be the Morris Twp. representative to the Blyth Union Cemetery Board, while Hullett has appointed Dave Armstrong. *** The road committee gave the go ahead for the installation of 50 posts on Gypsy Lane to replace the existing posts. High Art Attack begins From April 12 to May 21, the Huron County Museum in Goderich will be featuring a Huron County High School Art Display, involving the seven Huron County Secondary Schools. The 5th Annual Huron Art Attack will feature 20 juried artworks from each of the secondary schools. Once again the Huron County Museum in Goderich is providing exhibition space in their superb gallery facility. Teachers and students are looking forward to participation in the show and the opportunity to meet and interact with the public. It allows students the chance to see their artwork displayed in a gallery-type setting and the sharing of creative expression with their peers and family. The opening night is always a success with well over 200 people attending. Admission is free this night only and the gala opening starts at 7 p.m., on Friday, April 12 at the museum located on North Street in Goderich.
