THE CITIZEN, WEDNESDAY, APRIL 3, 1996 PAGE 19.
No increase in '96
for Brussels' needs
There will be no tax increase for
municipal purposes in Brussels this
year. z.
At a special meeting March 25,
Brussels village council adopted a
budget that holds the line on taxes.
The budget process was helped
along by an accumulated surplus of
553,000 from years past which off-
set a $29,000 deficit in 1995.
_Council had to deal with a cut of
510,863 in provincial government

money to support it:
But McCall said there arc volun-
teers willing to take up the chal-
lenge of maintaining the park.
Wcitendorf cautioned that raising
and lowering the level of the dam is
"relatively dangerous work" and
the volunteers would need proper
training before taking on the work.
Donna White, clerk-treasurer,
suggested the possibility of renting
out the pavilion at the park, saying
she often gets calls from people
asking to rent the facility for-family
gatherings.
"We're willing to talk about any-
thing at this point," said Weiton-

provincially-imposed property tax
changes would be 11.4 per cent,"
he says. This hike will be decreased
by spending reductions at the board
level.
A preliminary list of reductions
specified by the board will result in
savings of S2 million, S1.7 million
of which is permanent savings from
a drop in operating expenses and
the use of special reserves to offset
retirement gratuities and certain
school renovation projects, says
Carroll.
A 10 per cent reduction in
adminstration and transportation
costs have been incorporated into
the estimates, says Carroll, but he is
unsure how to meet the similarly
recommended -reduction in custodi-
al services.
Trustee Bob Heywood, Stephen
Twp., chair of the Management
Committee expressed concern
grants and a turther loss of revenue
from the cuts to the county urban
road rebate. •
It means two of the three bodies
that make up the property tax have
come in with zero increases in the
tax rate since Huron County coun-
cil has also frozen increases. Tax-
payers arc not likely so lucky with
the board of education where the
latest estimate is a 6.8 per cent
increase.
corf, pointing out there was ilk, way
to collect the rental fees. White
suggc-ted many people working
ander tne honour system woula co-
operate and help defray the cost of
things like grass cutting.
Councillors also filled in a ques-
tionnaire which Wcitendorf said
was the first step in helping the
authority redefine its role. Brussels
is in favour of retaining one repre-
sentative for each municipality on
the authority but would be willing
to pay the per diem costs of that
representative. It is not in favour of
MVCA amalgamating with neigh-
bouring authorities but favours
sharing of services to save money.
about how 10 per cent could be
taken from the transportation bud-
get which has already been cut.
Any further reductions in spend-
ing would have to come from pro-
grams which arc completely board-
funded, such as Tech 21, says Car-
roll. The elimination of ministry-
funded programs such as junior
kindergarten would actually result
in an increase in the local tax
requirement.
As well as tax increases created
by reductions in transfer payment
to the education system, ratepayers
will be hit by the four-year re-eval-
uation property assessment in
Huron County. Some property
owners may see an increase in
taxes while others will realize a
drop.
The HCBE is expected to finalize
1996 budget estimates after receiv-
ing word and interpreting legisla-
tive grant information.
