How can we save for their education costs at collegeluniversity? Signed, Busy Mom, Blyth Dear Mom, You are very right to be concerned about paying for university and college costs. With government cutbacks and tuition increases, it will be difficult and perhaps even impossible to cover these costs from your cash flow. This will be especially true if more than one of your children is attending university or college at the same time! My youngest son just graduated from Wilfrid Laurier University's four year business program. It cost him approximately $12,000 a year. This cost will only go up as governments reduce their support of post- secondary education. ,Most parents find it easiest to save a fixed amount each month and deposit this sum in a special account. The kind of investment parents use for this savings program will depend on the parent's knowledge about the various investment choices, their risk tolerance level, their income tax situation and the age of the child. Equity mutual funds which invest iii stocks of companies are often a good choice because of their potential for growth and low income tax status. If the child is very young, then the long term of the investment reduces the risk involved with equity mutual funds. Also, monthly contributions take advantage of the 'dollar cost averaging' to further reduce risk. Dear Linda, Can 1 move my .RRSP invested in a five year G1C to another financial institution which is offering a higher interest rate? Signed, Wondering, Brussels Dear Wondering, Yes. The first 'R' in RRSP stands for 'registered'. This means your investment is registered with Revenue Canada and has special income tax considerations. For example, when you first put your savings into this RRSP you received an income tax refund from Revenue Canada. Also, the interest earned on your investment is not income taxed! Obviously, our federal government is giving us income tax breaks on our Retirement Savings Plans as an incentive to save money to support ourselves in our old age. The more we have our own savings in retirement, the less the government will have to support us. When you wish to move your RRSP savings from one financial institution to another, Revenue Canada requires a special form filled out. This form is called a 'T2033'. This form proves to Revenue Canada that you are NOT cashing out your savings, but merely moving your savings to a different institution. Caution: some institutions charge an administrative fee (eg. $25) to cover their costs of the paperwork with Revenue Canada. NOTE: in last month's column, I answered several questions on RRIFs. The recent federal budget announced changes in the RRIF rules. The age when RRSP's have to be turned into RRIF's has been reduced from 71 to age 69. THE EDITOR, The Owen Sound Collegiate and Vocational Institute is holding its 140th anniversary-reunion May 17, 18 and 19. All former students, staff, friends and families connected with the OSCVI are invited to bid a fond farewell to the old school which is slated to be demolished within the next year or two. The reunion weekend will feature an open house, Friday night decade parties, a giant parade Saturday morning, two Saturday afternoon assemblies, dances for all ages Saturday night, and a family picnic at Kelso Beach Sunday afternoon. Joanne's management has resulted in a program that has functioned with a minimum of bureaucratic interference. Joanne has been respected and admired by all of us. In particular, her own staff admired her for her consistent dedication to the clients of Home Care and for her skills with working with people, whether they be the physicians who work directly with her, or the nurses who work within the organization. Ms Jasper has earned much credibility and co-operation with many, many people, not just at the county level, but also in the provincial Ministry of Health. The anger that we found in peoples' reactions stems from the strong impression that this decision was not made on the basis of merit. It is obvious to all of us in the health system, that the current atmosphere of health care is one of very significant, imminent change. To lose the services and presence of somebody as valuable as Ms Jasper in the healthcare system of Huron County in these times, Foundation plans event The Heart and Stroke foundation will be presenting "Morning of Stars, March 25, from 9 a.m. to 10 a.m. in the Seaforth Town Hall Council Chambers. Following a welcome by Steve Smith, co-ordinator of the Huron- Perth Heart and Stroke Foundation, several celebrities will speak.
