Despite a $10,863 cut in grants
from the provincial government,
the loss of more than $8,000 in the
county road rebate and a deficit
from last year of $29,000, it
appears Brussels council will be
able to hold the line on a tax
increase in 1996.
Donna White, clerk-treasurer,
told council last year's deficit was
offset by an accumulated surplus of
$53,000 heading into the year. That
reduced surplus at the end of 1995
will still help offset the funding
cuts for this year.
Last year's deficit arose from
unexpected cost in the construction
of the new fire hall and in installa-
tion of a sewer line on George St.

The Nature Conservancy and
Friends of the Morris Tract have to
raise $285,000 by the end of
February - the closing date of the
sale. This sounds like a lot of money,
but we are off to a great start!
An anonymous benefactor has
already pledged $100,000 to match
private sector donations. Thanks to
this generous contribution, every
dollar donated brings us $2 closer
to our goal.
It is very likely that this will be
our only chance to protect this
unique natural treasure from the
logger's saw. A natural treasure
which reminds me of Henry Thoreau
and his life at Walden: "We can
never have enough nature. We must
be refreshed by the sigh of
inexhaustible vigour. The wilder-
ness with its living and its decaying
trees, the thundercloud, and the rain
which lasts three weeks and
produces freshets. We need to
witness our own limits transgressed,
and some of life pasturing freely,
where we never wander."

This year's budget foresees no
big projects. In fact, White told
council, although $18,000 has been
set aside for the paving of streets,
new government legislation would
allow council to put this money in a
reserve for next year and then do
twice as much work. She explained
that $18,000 is only enough to pave
a block and a half.
The budget provides $2,500 for
updating street lighting on Turnber-
ry St. at the south end of the village
as well as money for the body
repairs to the village truck. It will
provide $4,000 in funding for
equipment to allow Seaforth Hospi-
tal to act as dispatcher for the Brus-
sels Fire Department.
As well as losing direct funding
from the province, the village saw
its rebate for the county road sys-
tem drop from $12,000 to $3,200.
White said she understood the
remaining $3,200 will -be phased
out over the next few years.
The final budget will not be
approved for several weeks yet.
