NOTICE TO DOG OWNERS
IN THE VILLAGE
OF BLYTH
1996 Dog Tags are now available at the Municipal Office. All
dogs must be licenced according to By-law No. 32-1995, being a
by-law to licence dogs and prohibit the running at large of dogs.
An owner or boarder of a dog(s) shall within 10 days of
becoming such an owner or boarder, and thereafter on or before
the 15th day of February In each year cause such dog to be
again licenced for one year.
The fee schedule shall be as follows:
(a) For each neutered male or spayed female dog - $20.00
(b) For each additional neutered male or spayed
female dog $25.00
(c) For each male or female dog, if only one per
household $30.00
(d) For each additional male or female dog $40.00
(e) Pitbulls and Pitbulls Cross $100.00
A $15.00 late payment charge shall be assessed in addition to
the licence fee.
Proof of Rabies Vaccination must be available at the time of
purchase.
The by-law requires dog owners to forthwith remove excrement
left by the dog anywhere in the municipality of the Village of
Blyth. Any person contravening this provision is subject to a
$50.00 administration fee.

County assessment

A motion was passed at the Jan.
29 meeting of Blyth council detail-
ing the mill rates and payment
dates for 1996 tax hills.
The rate used for residential-
public and separate, will be 8.647
mills and the commercial and busi-
ness rate will be 10.173 mills.
Though the actual mill rate may
appear to have dropped, with the
county-wide reassessment of prop-
erty values, the change in the dollar
value of the tax bill is harder to
summarize.
In very general terms, those with
newer homes may see a decrease in
their first-half tax bill while those
with older homes, vacant lots and
trailers may see an increase, says
Blyth Clerk-Treasurer John Stew-
art.
For the first installment of the
1996 taxes, the municipality will
collect exactly half of the total
amount gathered in 1995, factoring
in the re-assessment. The mill rate
was set to affect this result, says
Stewart.
The second half of the tax bill
could be different once the munici-
pality, county and board of educa-
tion finalize their 1996 budgets.
Fifty per cent of the residential
and commercial bills will be due on
March 26 and June 26 while the
business tax bill will be due in one
payment on March 26.
The motion also stated that 50
per cent of local improvements will
be included on the appropriate tax
bills.
