Village presently litigation free
"At the present time, there is no
litigation against the Village of
Blyth."
In an interesting twist to the law
suit filed against the village, by for-
mer clerk-treasurer, Helen Grubb,
Reeve Mason Bailey informed
councillors at the Jan. 2 meeting,
that the judge in the case had ruled
in favour of the village regarding
the legality of lawyer Mike
Mitchell's representation of Grubb.
A bylaw governing the proceed-
ings of council and committees was
passed after third reading, at the
Jan. 2 meeting.

The February 5 meeting of coun-
cil will be rescheduled to Jan. 29,
to permit councillors' attendance at
the ROMA conference.
Clerk-Treasurer John Stewart,
Councillors Doug Scrimgeour, Ger-
ald Kerr and Reeve Mason Bailey
will attend.

Village Foreman John Rinn,
Councillors Scrimgeour and Kerr
will attend the Good Roads Con-
vention.
Clerk-Treasurer Stewart reported
to council at the Jan. 2 meeting,
that the Ontario Municipal Support
Program (provincial funding)
would entitle Blyth to only $92,626
for the upcoming year.
This is a 26 per cent reduction
from the 1995 level of $116,708,
says Councillor Scrimgeour.
The reduction is based on two
per cent of the consolidated rev-
enues from 1994, says Clerk-Trea-
surer Stewart, and unfortunately it
was high that year for Blyth due to
road projects.
"Blyth will be looking at another
22 per cent cut in the next year as
well," says Clerk-Treasurer Stew-
art. "I believe those cuts will be
based on 1995 revenues."

at the January general meeting to

The next meeting of the branch
will be held Feb. 1 at 8:30 p.m.
At a Dec. 20 hearing, the court
ruled neither Mitchell nor any
member of his firm could represent
Grubb because of a conflict of
interest.
Mitchell had acted as the village
solicitor for many years.
There is a 15-day appeal period
for the complainant, which was to
have expired Jan. 3, though Clerk-
Treasurer John Stewart says it is

The 2355 tractor has been sold to
Hahn Farm Equipment for $33,705.
Council said they would wait for
idays. The latest indication is that
the appeal period ended on Jan. 5.
"It will now be up to Helen to
hire another lawyer or represent
herself," says Reeve Bailey.

reiterated the point that there is no
litigation against the village at pre-
sent.
The court will also order which
party is responsible for costs
involved in the hearing.

Council approved the sale of the
snowblower to A. Chauvin at a

of $53,078.56, were approved for
payment.
The committee appointments for
1996 were approved, unchanged.
Council indicated they would
continue to use Carter Waste Dis-
posal for garbage pickup.

Reeve Bailey will attend a meet-
ing to discuss Port and Harbour
facilities in Goderich.
The 1995 membership fees of
$415.34 for AMO, $230.50 for
Association of Municipal Clerk and
Treasurers and $110 for Good
Road Association, was approved.
Blyth
Alvin and Gene Snell visited
with their daughter, Shirley, and
Jack Johnson, Kari and Kurt of
London on Christmas day. They
stayed until Wednesday, then
Shirley returned to Blyth and
visited until Friday.
Granddaughter Kari Johnson
visited with her grandparents for a
couple of days. Alvin, Gene and
Shirley visited with daughter
Audrey and Jim Timpany of
Aylmer on Boxing Day.
The total amount of money
collected in Blyth for the Canadian
Diabetes Association was
$1,001.50. Canvassers were
Elizabeth Battye, June Patterson,
Kathy Bromley, Joan Clark,
Thelma Johnston, Lori Falconer,
Ruth Stewart and Mary Lou
Stewart.

No injuries
in accident
There were no injuries as a result
of a two vehicle collision at a Mor-
ris Twp. intersection on Jan. 3.
Sgt. Greg King of the Wingham
OPP said that a pickup truck driven
by Marie Johnston of Clinton was
travelling north on Sideroad 15/16
when it slid on the ice-packed road,
skidding into an eastbound pickup,
driven by Herb VanAmersfoort of
Blyth.
There were no charges laid.
