Council learns MTO did not approve lighting

Following a discussion at the
Dec. 4 meeting of Blyth council it
would seem that the decorative
lighting phase 2 project is
postponed, if not cancelled.
Clerk-Treasurer John Stewart
told councillors that after speaking
with Jim Walker from MTO he was
informed that it was unclear
whether or not the project had been
given MTO approval. Stewart
contacted engineer Bruce Potter
who confirmed that phase 2 had not
been submitted to the ministry.
Also, Stewart said, the hydro
engineer did not believe the
ministry would approve the same
type of lighting as in the downtown
area because it is outside the
business area. Lighting tests would
have to be completed. Whatever
type of lighting was approved it
was necessary to obtain an
encroachment permit from MTO.
The engineer also said that the
decorative lighting could not be
added to the present lighting
because of the glare that this would
cause.
Walker had stated that if the
village assumed the highway as a
connecting link they could install
the decorative lights. The village
had passed a resolution in October
of 1992 as a commitment to
execute a connecting link
agreement upon the completion of
the highway reconstruction.
However, though MTO has in the
past allocated money to
municipalities to help with the
maintenance of the link, Walker
said it was his understanding that
the recent economic statement from
the Premier shows there would be
little or no money available for
such assistance. The municipality
would then bear the financial
burden for maintaining the road.
Walker told Stewart that he
believed the municipalities that had
not completed connecting link
UCW meets
The Blyth UCW met in the
church on Thursday, Nov. 30 with
26 enjoying a delicious potluck
dinner while Australian carols were
played. After there was a carol
sing-a-long with Phyllis Boak at
piano and Rev. Diamond playing
the violin.
A Christmas I.Q. test was given.
Bonnie Shannon, president, then
took over the meeting with more
Christmas carols and readings,
"Christmas Story" and "Most
Priceless Gift at Christmas".

is something I don't think we even
want to know. It's one ton of
money. It would be foolhardy to

Stewart apologized to council for
not having investigated whether or
not the phase 2 project had been
given MTO approval. Councillor
Doug Scrimgeour, however,
expressed council's feeling that it
was a natural thing to assume. "I
don't think anyone cculd have
known this project had not been
approved. We all assumed it was or
they would never have put the
lights in."
Reeve Mason Bailey said he
recalled at some point that it had
been mentioned that the lights
would not be given MTO approval,
but if the village assumed the
highway they wouldn't have to be.
Stewart is contacting the
infrastructure people to discuss
what can be done regarding the
funds that were to be used for the
project. Council deferred any
further decision until such a time as
the connecting link issue is
resolved.
