Sandy Should the public pay for the collapse of a house built on sand? — University of Guelph geographer Barry Smit says no. He believes Canadians should rethink govern- ment policies offering compensa- tion for damage caused by weather conditions. It's time to accept the reality of climatic variability and stop compensating those who ignore it, he says. At a time when tax dollars are stretched to the limit, government policies still support risks such as building property in flood-prone areas and growing drought-prone crops in high-drought areas. Smit suggests homeowners who build on the banks of rivers and prairie farmers who ignore climatic trends should not be compensated from the public purse. Call Barry Smit at Ext. 3338.
