THE CITIZEN, WEDNESDAY, JULY 19, 1995. Huron, Perth HUs may join IN MEMORIAM WALDEN. In loving memory of a dear husband, father and grand- father, Lloyd, who passed away two years ago July 23, 1993. A cluster of precious memories, Sprayed with a million tears, Wishing God had spared you, If only a few more years. You left a beautiful memory, And sorrow too great to be told, But to us who loved and lost you, Your memory will never grow old. No one heard the footsteps, Of the angels drawing near, Who took from earth to Heaven, The one we loved so dear. But he hasn't really left us, Nor has he travelled far, Just entered God's beautiful garden, And left the door ajar. — Always remembered and sadly missed by Mary and family. 29-lp L LIVESTOCK WANTED - CRIPPLED, DISABLED or downer cows, must be alive and drug free. Council is hoping to refinance the project at a much lower interest rate than was originally charged by the Ministry of Environment when the sewers were installed. This would also give property owners one last chance to pay off their debt. Based on municipally owned properties, White estimated the vil- lage could save $4,070.53 in financing charges by paying off the lot charges early. Mullett says no to Oakville resolution Continued from page 9 application from Clinton for Lot 5, Plan 353, Ontario Street. Council does not support Oakville's resolution with respect to property tax reform, which requests a moratorium on the implementation of market value reassessment, pending a provincial review. The road and general accounts were approved for payment in the amounts of $20,888.32 and $454,262.47, respectively. A road account bill, in the amount of $101.16, was approved separately, after Deputy-Reeve Szusz declared a conflict of inter- est. As the face of health care changes in the province, local health units are looking at ways to adapt to the new, leaner environ- ment. Members of the Huron County Board of Health (HCBH) and those of the Perth board meet on July 12 to discuss the options available to them, with pending changes in health care legislation, uncertain budget allocations and the recent resignation of Huron's medical offi- cer of health. "The option of amalgamating with Perth, or any other county, is just one of five possibilities identi- fied and one which the board has been asked to pursue," says Bill Clifford, chair of the HCBH. "The first meeting was cordial and very progressive. We wanted to find out if 'amalgamation would work, as well as take a look at the respective boards." Each has a different type of gov- ernance, says Clifford. It is neces- sary to consider issues as complex as how the board members will be chosen and how each city and municipality will be chosen. At present, the Huron board is largely appointees with a member of Huron County council and a provincial representative. The Perth board has representation from Stratford and St. Marys as well as the county and provincial members. "We wouldn't want any munici- pality to feel as though they were losing anything," he says. Another important issue would be to discuss where staff would be located to impact (employment and services) as little as possible. Economy of scale and the reduc- tion of staff is also a consideration, says Clifford. Personally, Clifford says he could not accept all services being provided through Stratford, though he would support one administra- tive centre with branch locations for the delivery of services. "(Even with two centres), the division of services would have to be discussed," says Clifford. "Money is not the real reason for considering amalgamation, the effectiveness of service is. The province is telling us to prioritize our services." Clifford says the next joint meet- ing of the two boards will likely not be held until September at which time it is hoped there will be a framework for discussion before the members. "We will look at the advantages and disadvantages and decide if we should continue or abandon talks." • The "Baby Boom Echo" genera- tion (ages 1 - 15) are the children of "The Boomers" (ages 37 - 39).
