combat auto theft with CAT
Auto theft is on the rise. In 1993,
over 26,500 automobiles were
stolen in the province of Ontario
(Insurance Bureau of Canada). This
is a situation that affects everyone.
Stolen automobiles have wide
spread repercussions; for most it is
the loss of the second most
expensive purchase made, and it
will result in higher insurance rates.
A stolen automobile also puts
friends and family at risk. Often
auto theft is perpetrated by
inexperienced drivers with limited
regard and understanding for the
responsibilities associated with
motor vehicle operation, creating a
public menace.
There is a line of defense. The
Canadian Automobile Association
and Crime Prevention Ontario, in
conjunction with the Ontario
Association of Chiefs of Police,
and the Ministry of the Solicitor
Would you trust a stranger with
your wallet - or your life?
That's what you'd be doing if you
have your vehicle repaired by a
service technician you don't know.
Fortunately, both industry and
government studies show your trust
would be well placed in the vast
majority who are competent
technicians. But why take a
chance?
Choosing your service
technicians needn't be a hit-and-
miss proposition if you approach it
with the same care you would in
choosing your family physician.
You're looking for many of the
same qualities.
Word of mouth best
Yellow pages and other
advertising are great places to start,
but it's word-of-mouth that really
tells the story.
How long has the service station
been in business? Are you satisfied
with their service? Are they
thorough, prompt? Is it a good
place to deal? These are the
questions you want answered.
Even though a service station has
been recommended to you, take
time to personally inspect the
premises and satisfy yourself that
the service staff are certified before
committing yourself.
There's a lot riding on your
General and Correctional Services
have joint forces to produce
Combat Auto Theft (CAT).
CAT is voluntary program that
encourages vehicle owners, who do
not ordinarily drive between the
hours of 1 a.m. and 5 a.m., to put a
high visibility decal on the rear
window of their vehicle. The decal
indicates the owner has given the
police consent to stop the vehicle if
it is being drive during these hours
to verify the drivers' license and
registration.
Statistics indicate that most auto
theft occurs after dark. CAT is
effective because it works when
your car is most vulnerable. The
line of defense is simple. The
presence of the CAT sticker makes
a vehicle difficult to steal. The
sticker is designated to be removed
only with a maximum degree of
difficulty and is time consuming.
The average thief can steal a car
in an average of 60 seconds. Few
thieves can afford to take the time
necessary to remove the sticker.
A stolen CAT car, is at high risk
of being stopped by the police. The
sticker is reflective and highly
visible at night. Other provinces
currently employing the CAT
program have reported significant
decreases in auto theft.
Participating in CAT is free.
Registration forms can be picked
up at a local CAA Office, your
local Police Station/Detachment or
the Crime Prevention Ontario
office in Oakville Place Mall.
Completed registration forms must
be mailed to the Crime Prevention
Ontario office to be processed in
our database; from here decals will
be mailed to the participant.
Everyone can do their part to stop
auto theft.

road-test your vehicle right away
and report anything that isn't right
so you technician can make
adjustments.

invested in your vehicle and your
own safety. So, be fussy.
You have a right to be treated
with courtesy and to do business in
clean, neatly-kept surroundings. A
good technician knows the
difference between 'pay dirt' — the
dirt that drops to the shop floor
from the car he's working on — and
the accumulated dirt of a poorly-
run shop.
Before your doctor examines
you, he talks to you about your
symptoms; and pays particular
attention to your medical history.
Well, your technician should
operate in exactly the same way —
when was your vehicle last
serviced and what repairs were
performed? How has your vehicle
been performing?
Only then can he offer his
diagnosis — which should include a
reasonably-accurate estimate of
service and repair costs and a
written guarantee to cover all parts
and service.
It's important to remember that
the charge will include parts and
labour. The repair may only require
an inexpensive part, but take an
hour-and-a half to complete.
If your technician is doing his
job, you'll be informed of this long
before he begins the work. You'll
also be made aware of any
unexpected trouble he may find and
he asked what you want done about
it.
