Morris council
Pork producer considerate of neighbours
The proposed rezoning of Lot 3.

ratepayers to the Jan. 17 meeting of
Morris council.

requested the zoning change to
allow a liquid runoff manure tank,
at a reduced distance from McCrae
Cemetery.
The proposed tank is to stop
runoff into Belgrave Creek and the
zoning change is needed because of
the proximity of the cemetery. The
runoff tank would be allowed under
the current law if not for the ceme-
tery's location, says Chief Building
Inspector Paul Josling.
The present bylaw sets out a dis-
tance of 425 meters and the propos-
al would place the tank only 325
meters from the cemetery.
Neither the Huron County Plan-
ning Dept. nor the MVCA had any
objections to the proposal.
Information received from the
Ministry of Environment and Ener-
gy, the County of Huron Health
Unit and the Village of Blyth
showed no objections.
However, a delegation from Bel-
grave presented a petition to coun-
cil, containing 117 signatures,
which stated the opposition to the
proposal because of the odour.
Howard Morton outlined some of
the concerns of the villagers by list-
ing their thoughts. Huron County
has forced residents of Morris to
relocate to Belgrave (or other urban
areas through planning regula-
tions), there be an increase in agri-
cultural intensity if the project is
approved, there is already two days
of odours from Wayne Fear's when
the manure is spread on the fields
and the residents do not want the
buffer zone decreased.
Clare Van Camp of the McCrae
Cemetery board says he cannot see
the justification in bringing the
boundaries closer to the creek and
cemetery. The MOEE should be
protecting the residents.
During the general discussion
which followed, residents ex-
pressed concern over the necessity
for the runoff tank, whether runoff
was actually getting into the creek,
if testing had ever been done and if
further changes were planned if the
zone change was approved.
A restricted zone change would
mean that double the separation
distance would be needed and it
restricts the animal production and
operation, says Craig Metzger of
the Huron County Planning Dept.
This operation pre-dates the Mor-
ris Secondary Plan, which must be
taken into consideration, whereas a
new operation or expansion would
have to meet new guidelines, he
says.
The situation should be moni-
tored before a decision is made,
says Jack Van Camp, but he would
not object to the proposal if it was
proven to be needed.
Mr. Fear says if people of Bel-
grave think (the tank) will cause a
problem and they don't want the
building, he doesn't want a prob-
lem.
Mr. Metzger explained the next
step for the proposal. The bylaw
would be considered and then there
would be a 20-day appeal period
after a decision.
During council's consideration of
the bylaw, Mr. Metzger suggested
that it could be amended to say the
runoff tank is not a liquid manure
tank (a runoff tank would be
80,000 gal. and a liquid manure
tank would be 150,000 gal).

time, of a problem with runoff as
no testing has been done, he says.
A 48 inch wall around the yard
and eaves on the barn would also
be required by the MVCA, says
Mr. Josling.
Council deferred the decision
until Feb. 14.

Away, stating an increase in rider-
ship by 51 to 53 percent, Morris,
council resolved to support the pro-
gram, at the Jan. 17 meeting.
Morris Twp. will share the costs
with other municipalities, on a use
by resident basis, of any operating
expenses not covered by provincial
subsidies, donations or fares.
The township will enter into an
agreement with Arteeka Canine
Control for dog control.
Two applications were received
for the position of dog counter.
Both applications were accepted at
a rate of $3 per dog, with the town-
ship split between the two .
Carl McLellan will look after the
south half of Conc. 5 through to
Conc. 10 while Donna Stute will be
responsible for Conc. 1 to the north
half of Conc. 5, including the
sideroads on Conc. 5.
Mr. McLellan's portion will
include the edge of Brussels and
the hamlet of Walton.
Ms Stute will cover Belgrave and
Bluevale.
The work is to be completed by
Feb. 28.
A bylaw was passed which will
see the erection of stop signs at
-Conc. 8-9, Sideroad 10-11.
A second bylaw regarding four-
way stops signs for the intersection
of Jane and Hamilton Streets in
Belgrave will be prepared.
The residents of Belgrave and
Bluevale will be receiving ques-
tionnaires about the acceptability of
household waste pickup. A cost
estimate would be obtained before
sending out the forms.
In a motion moved by Councillor
John Duskocy and seconded by
Deputy-Reeve Bert Elliott, any
requested drainage work must be
commenced and completed in the
year of the request or the landown-
er delaying the work must pay all
costs.
Council approved of the Wing-
ham Area Fire Board proceeding
with the purchase of a tanker.
A donation of $200 was
approved for the CNIB.
