CAS honours area foster parents Receiving recognition Lynn and Doug Smith of Westfield, will be recognized for their contribution to the Foster Parent program at the Childrens' Aid Society annual banquet on Oct. 20. No participants funding for landfill site residents — yet Once again, the Childrens' Aid Society is planning their Annual Foster Parent Banquet to be held at the Goderich Legion on Oct. 20 at 7 p.m. This year, a local couple, Doug and Lynn Smith of RR3 Blyth, will be honoured for their years of involvement in the program. The Smiths first became involved in the program five years ago after witnessing a friend's enjoyment of being a foster parent. "We have always had extra chil­ dren in the house and with two children of our own, we thought fostering would give us the oppor­ tunity to help children in a time of need," says Mrs. Smith. "Over the years, we have had at least 10 children, ranging in age from newborns to teens. There are usually two or three children in our home at any time, but there have been four during emergency stays." (Four is the maximum number fos­ ter parents are allowed at any one time.) "Being classified as a special needs home has presented us with many challenges, but it is reward­ ing to see the children change over time. As with all children, there are times when things are not very much fun, but kids will be kids," says Mr. Smith. As well as being a foster parent, Mrs. Smith is also the president of the Foster Parent Association of Huron County and is involved in a support group for foster parents. The Foster Parent banquet coin­ cides with Canadian Foster Family Week which runs from Oct. 15 to 22. There are presently 51 foster families in Huron County, looking ‘Birthday ‘Momafter more than 60 children. That recommendation was accepted by Huron County council at its Oct. 6 meeting. Owners of land in one of the Col- borne sites had asked council to provide participant funding to help them with their work organizing and researching about landfills. The planning and development commit­ tee considered the proposal at its Sept, 12 meeting. While legislation provides for "intervenor funding" for groups of property owners who are effected by a site being consid­ ered by the Environmental Assess­ ment Board, participant funding at earlier stages of the process is at the discretion of the municipality. In some areas where such funding has been provided there has been heavy use of it, in others very little. The recommendation of the plan­ ing and development department was that since walk-over inspec­ tions and drilling could eliminate some or all of the sites, funding should not be provided until these initial steps have been taken.
