Wawanosh council tells residents they’ll have to solve dispute l~THE~KNECHTEL 1994 FROZEN FOOD CASE SALE I NAME:_____________________________ _ PHONE #:_________________ ■ Print) By Jim Brown The dispute between a group of concerned citizens and people wanting to establish a moto-cross race track came back to East Wawanosh Council Sept. 29. The two sides wanted council to mediate the dispute and if possible come up with some kind of a decision. However, after much discussion, it was determined by council that it could not really decide the issue. The two sides would have to try and solve the dispute themselves. "Council can't do anything," said Councillor Dianne Robinson. "We can’t legislate people to get together." At the Sept. 7 council meeting, the group of concerned citizens had brought a complaint to council about the noise from moto-cross races held during the Labour Day weekend. Race organizer Tim Bitz said he had canvassed the neighbours, and they had no complaints about the races being held. He noted that he was trying to co-operate with the neighbours in trying to solve the issue. At Thursday's council meeting, Mr. Bitz said he did not even know that Paul Chamney had a house at the 'end of the road.' The two sides were to meet in an effort to solve the problem. However, both sides attended Sept. 29's council meeting and reported the other side was not willing to solve the problem. Mr. Bitz said he presented a proposal to the concerned citizens, but it was rejected. "They are not interested in trying to solve the dispute," he said. "They rejected my offer, but they had no counter proposal." Spokesperson for the concerned citizens, Paul chamney, said that all the proposal had was a schedule for three races next year. There was nothing in the proposal addressing the noise issue. "The noise is our major concern," he said. "The continual noise can be aggravating." Mr. Chamney suggested the Bitz's put up a noise barrier. "What kind of noise barrier would you suggest?" asked Councillor Fred Meier. The owner of the property where the races were held, and father of the race organizer, Martin Bitz, said the Canadian Motorcycle Association (CMA) would like them to hold three races. Mr. Bitz said they would like to hold two or three races. He explained that the CMA has a 30-week season, from April to October, and we have been asked to hold three races. My wife leaches English as a Second Language at a local high school and she has had considerable experience with the teenagers as they came through the school systems. One of her prize examples is a young boy who was the only one CMA likes to have no more than three races at one location so that racers can become familiar with the course, but not more than three races because they want the racers to have a variation of venues. Mr. Bitz said they would like to let the CMA know by the beginning of November, so the association can set its 1995 race schedule. The Bitz's are trying to host three two-day events. He noted that he found it ironic that the four-day race event at Walton can attract over 600 people and receive no complaints. "And, they are closer to a residential area," said Mr. Bitz. He noted that by holding the races, they are providing some entertainment for young people. "If we do not provide some wholesome entertainment for our young people, they will find their own entertainment," said Mr. Bitz. He said these young people involved in the races are serious about their sport. "These are clean cut kids, there is no alcohol and drugs," he said. "If you know anything about the sport, racers cannot use alcohol or drugs and still expect to compete." Mr. Bitz said the races in Walton are good for business in the hamlet. It is hoped that the races in East Wawanosh will help local businesses. He said some of the people at this year's races stayed at the campground. "Racing is part of the western culture," said Mr. Bitz. "It is part of community life." Tim Bitz said they are willing to stop riding their motorbikes on their property on Sunday mornings, except for race weekends. Mr. Chamney said he felt the council was setting a double standard, because he had to re-zone his property in order to build a house, while the Bitz’s don't need to re-zone their farm to commercial or recreational in order to have the moto-cross course. Councillor Meier said council didn't want the land re-zoned because neighbours could object, and that would result in an OMB hearing. "We can't do anything about what a person does on his property," he said. Mr. Chamney wondered how re­ zoning would affect the value of his property. He said the surrounding property should be assessed for before and after re-zoning. "I can't see how property values would stay the same," he said.
