Road proj. worries landowner By Janice Becker Though construction is underway at Cone. 2-3, Sideroad 5-6 of Mor ris Township, the matter has not been settled for one landowner affected by the project. Keith Elston, who owns land upstream on the flood plain, next to the river, is concerned that the building-up of the road on either side of the bridge, will create more flooding upstream on his land. Mr. Elston says, "At present the road floods two to three times per year, as does my land, but the resi dents are not cut off. The flooding of the area is an act of nature and should not be changed." "A similar plan was rejected in 1977, after an engineer’s report, because the council at the time felt the project was too costly, haz ardous and would restrict the flow of the river," he says. Mr. Elston says, "The building- up of the road (on either side of the bridge) will restrict the flow of the water and ice during the floods and force it under the bridge. The force of the ice on the bridge will be incredible and the resulting ice jam will cause greater flooding up stream." "I am considering my livelihood and I don’t want to spend $2,000 or $3,000 each year replacing fenc ing," he says. Mr. Elston says he doesn't think the expenditure of the money can be justified. "A concrete pad bridge was built in 1977, at a cost of $50,000 and it is now being tom out and used for rip rap. The money should be used for other services," he says. Construction of the new road will cost $40,962 (excluding taxes). Reeve Doug Fraser says, "The reconstruction of the road was on the five-year plan for the township and has been in the works for two or three years. We have the engi- neer's report and council decided to go ahead with the project."
