"Why is it such an emergency now?" Ms Grubb said there is PRIDE money for lighting in the village. Councillor Steve Sparling said, "It seems absolutely inconceivable to me, whether we do decorative lighting in the future or now, not to determine the underground wiring now. Ross said that though he understood the vil lage couldn't afford a new $40(1,000 plant and storage facility, the engineering phase should show them some ideas which would ben efit the village but at a lesser cost. "An upgrade would cost less and it also would provide an opportunity to replace some of the old equip ment presently at the site with grant dollars. It's worth investigating." "We see it as a backup. You would still have to have the rental arrangement. This would just be excellent insurance," said Mr. Bell. Henry Rouw, plant manager, said that the sludge is presently being hauled from the plant once a month. Mr. Bell told council that while that was adequate in the 70s, the Ministry of Energy and Envi ronment is suggesting a six month storage capacity.
